Beginning in 1975, administrative reforms of the Civil Aeronautics Board gave carriers greater freedom in discounting prices and serving new markets. The Airline Deregulation Act of 1978 removed restrictions on entry, pricing, and routes. Still unresolved in policy and practice, however, is the question of the appropriate role of government. In the interest of informing the public debate about deregulation, the Executive Committee of the Transportation Research Board convened a committee of 15 experts to review air passenger service and safety since deregulation. The findings of the committee and its recommendations are presented in this report.

This study by Steven Morrison and Clifford Winston analyzes the effects of deregulation on both travelers and the airline industry. The authors find that lower fares and better service have netted travelers some $6 billion in annual benefits, while airline earnings have increased by $2.5 billion a year. Morrison and Winston expect still greater benefits once the industry has had time to adjust its capital structure to the unregulated marketplace, and they recommend specific public polices to ensure healthy competition.

Second. what accounts for differences in safety performance across carriers? This literature analyzes heterogeneity in carriers' safety records as a means of learning about factors that influence safety performance. Third, how do markets respond to airline accidents? This work explores the effectiveness of market incentives in constraining the safety provision of firms. This paper describes our progress in answering each of these queries.

Book excerpt: Pursuant to a congressional request, GAO examined the deregulation of the airline industry, focusing on: (1) airfares and the quantity, quality, and safety of air service since deregulation. GAO noted that: (1) the average fare per passenger mile is 9 percent lower at small-community airports, 11 percent lower at medium-sized airports, and 8 percent lower at large-community airports; (2) the largest increase in fares occurred in the Southeast and Appalachian regions, and the largest decrease occurred in the West and Southwestern regions; (3) this geographic disparity exists because of the intense competition between low-cost, new carriers in the west and dominant, high-maintenance carriers in the Southeast; (4) the overall quantity of air service at airports has increased, but large communities have experienced the largest increase; (5) air service quality is difficult to measure and depends on the number of destinations served by nonstop flights and one-stop connections, and the type of aircraft used; (6) air service quality since deregulation has been mixed largely due to the airlines hub networks and greater use of turboprop aircraft; and (7) the overall accident rate since deregulation has dropped, but there are no statistically significant differences in air safety trends for any of the airport groups.

The major arguments for liberalisation were in general a reduction of capacity constraints and a simplified market access (Himpel & Lipp 2006, p.26). Constitutional for these ideas is the theory of contestable markets which assumes the efficiency of competition with a free market entry and market exit. Therefore deregulation processes aim at providing a better, safer and more efficient industry. However, Geoffrey Thomas (2008) among others points out that in reality the liberalisation of air transportation has caused predominantly negative outcomes which is why there should be a return to some degree of regulation. Based on Thomas’ train of thoughts, this research paper is aimed at critically evaluating the effects of liberalisation both on the aviation industry and on the consumer. The paper is therefore structured as follows: after revealing the limitations of the evaluation, positive effects of liberalisation in Europe, the United States and Australia are outlined which are then opposed to negative effects. Based on these findings, a conclusion is finally drawn.
