Book excerpt: The Tokyo International Conference on African Development (TICAD) was established in 1993 with the intention of creating opportunities for trade and investment on both sides and the promotion of sustainable development. In 2003, the conference translated Japanese aid policy to Africa into three key pillars: human centered development, poverty reduction through economic growth, and the consolidation of peace, and since 2005 Africa has on several occasions been the largest recipient of Japanese overseas aid. Tracing Japanese foreign aid to Africa during and after the Cold War, this book examines how the TICAD process sits at the intersection of international relations and domestic decision making. Indeed, it questions whether the increase in aid has been driven by domestic changes such as demands from civil society and donor interest, or pressures emanating from the international system. However, the "made in China" model—with its reliance on cheap labor and thin profits—has begun to wane. Beginning in the 2000s, the Chinese state shifted from attracting foreign investment to promoting the technological competitiveness of domestic firms. This shift caused tensions between winners and losers, leading local bureaucrats to compete for resources in government budget, funding, and tax breaks. While bureaucrats successfully built coalitions to motivate businesses to upgrade in some cities, in others, vested interests within the government deprived businesses of developmental resources and left them in a desperate race to the bottom. In Manipulating Globalization, Ling Chen argues that the roots of coalitional variation lie in the type of foreign firms with which local governments forged alliances. Cities that initially attracted large global firms with a significant share of exports were more likely to experience manipulation from vested interests down the road compared to those that attracted smaller foreign firms. The book develops the argument with in-depth interviews and tests it with quantitative data across hundreds of Chinese cities and thousands of firms. Chen advances a new theory of economic policies in authoritarian regimes and informs debates about the nature of Chinese capitalism. Her findings shed light on state-led development and coalition formation in other emerging economies that comprise the new "globalized" generation.

Unless steps are taken now to make this transformation more sustainable, East Asia's, and the world's, environmental future is likely to deteriorate seriously. Using detailed case studies and rigorous empirical analyses Rock and Angel, leading experts in this field, show that East Asian governments have found institutionally unique ways to overcome the sustainability challenge. As a result of these findings, they demonstrate how even low income economies in the rest of the world can use regulatory polices, industrial policies, and an openness to trade and foreign investment that will increase the competitiveness of their firms whilst improving their environmental performance, thus proving an important antidote to those who argue that poor countries cannot afford to clean up their environment whilst their economies remain under-developed.

One avenue to success is the harnessing of foreign direct investment (FDI) in the “nontraditional” forms of the high-technology and service sectors, where an educated workforce is essential and the spillover effects to other sectors are potentially very beneficial. In this book, Roy Nelson compares efforts in three Latin American countries—Brazil, Chile, and Costa Rica—to attract nontraditional FDI and analyzes the reasons for their relative success or failure. As a further comparison, he uses the successes of FDI promotion in Ireland and Singapore to help refine the analysis. His study shows that two factors, in particular, are critical. First is the government’s autonomy from special interest groups, both domestic and foreign, arising from the level of political security enjoyed by government leaders. The second factor is the government’s ability to learn about prospective investors and the inducements that are most important to them—what he calls “transnational learning capacity.” Nelson draws lessons from his analysis for how governments might develop more effective strategies for attracting nontraditional FDI.
