Book excerpt: The Tokyo International Conference on African Development (TICAD) was established in 1993 with the intention of creating opportunities for trade and investment on both sides and the promotion of sustainable development. In 2003, the conference translated Japanese aid policy to Africa into three key pillars: human centered development, poverty reduction through economic growth, and the consolidation of peace, and since 2005 Africa has on several occasions been the largest recipient of Japanese overseas aid. Tracing Japanese foreign aid to Africa during and after the Cold War, this book examines how the TICAD process sits at the intersection of international relations and domestic decision making. Indeed, it questions whether the increase in aid has been driven by domestic changes such as demands from civil society and donor interest, or pressures emanating from the international system. Taking Angola and Mozambique as case studies, the book explores how Japan’s development cooperation with Africa has assisted previously war torn states make the transition from war to peace, and in doing so demonstrates the centrality of human security to Japanese foreign policy as a means of ensuring sustainable development. However, the "made in China" model—with its reliance on cheap labor and thin profits—has begun to wane. Beginning in the 2000s, the Chinese state shifted from attracting foreign investment to promoting the technological competitiveness of domestic firms. This shift caused tensions between winners and losers, leading local bureaucrats to compete for resources in government budget, funding, and tax breaks. While bureaucrats successfully built coalitions to motivate businesses to upgrade in some cities, in others, vested interests within the government deprived businesses of developmental resources and left them in a desperate race to the bottom. In Manipulating Globalization, Ling Chen argues that the roots of coalitional variation lie in the type of foreign firms with which local governments forged alliances. Cities that initially attracted large global firms with a significant share of exports were more likely to experience manipulation from vested interests down the road compared to those that attracted smaller foreign firms. The book develops the argument with in-depth interviews and tests it with quantitative data across hundreds of Chinese cities and thousands of firms. Chen advances a new theory of economic policies in authoritarian regimes and informs debates about the nature of Chinese capitalism. Her findings shed light on state-led development and coalition formation in other emerging economies that comprise the new "globalized" generation.

It is the most polluted region in the world. Whilst being at the leading edge of the processes of urbanization, industrialization, and globalization these economies are in the midst, not at the end, of their urban-industrial transformations. During the next 25 years urban populations in the region are expected roughly to double, and most of the industrial capital stock that will be on the ground by 2030 has not yet been built. Given East Asia's growing size in the world's economy and ecology, and its increasingly polluted environment, this looming urban-industrial transformation is both a challenge and an opportunity. Unless steps are taken now to make this transformation more sustainable, East Asia's, and the world's, environmental future is likely to deteriorate seriously. Using detailed case studies and rigorous empirical analyses Rock and Angel, leading experts in this field, show that East Asian governments have found institutionally unique ways to overcome the sustainability challenge. As a result of these findings, they demonstrate how even low income economies in the rest of the world can use regulatory polices, industrial policies, and an openness to trade and foreign investment that will increase the competitiveness of their firms whilst improving their environmental performance, thus proving an important antidote to those who argue that poor countries cannot afford to clean up their environment whilst their economies remain under-developed.

One avenue to success is the harnessing of foreign direct investment (FDI) in the “nontraditional” forms of the high-technology and service sectors, where an educated workforce is essential and the spillover effects to other sectors are potentially very beneficial. In this book, Roy Nelson compares efforts in three Latin American countries—Brazil, Chile, and Costa Rica—to attract nontraditional FDI and analyzes the reasons for their relative success or failure. As a further comparison, he uses the successes of FDI promotion in Ireland and Singapore to help refine the analysis. His study shows that two factors, in particular, are critical. First is the government’s autonomy from special interest groups, both domestic and foreign, arising from the level of political security enjoyed by government leaders. The second factor is the government’s ability to learn about prospective investors and the inducements that are most important to them—what he calls “transnational learning capacity.” Nelson draws lessons from his analysis for how governments might develop more effective strategies for attracting nontraditional FDI.

Book excerpt: This book aims to provide comprehensive empirical and theoretical studies of expanding fandom communities in East Asia through the commodification of Japanese, Korean and Chinese popular cultures in the digital era. Using a multidisciplinary approach including political economy, East Asian studies, political science, international relations concepts and history, this book focuses on a few research objectives. In terms of methodology, it is an area studies approach based on interpretative work, observation studies, policy and textual analysis. First, it aims to examine the closely intertwined relationship between the three major stakeholders in the iron triangle of production companies, consumers and states (i.e., role of government in policy promotion). Second, it studies the interpenetration, adaptation, innovation and hybridization of exogenous Western culture with traditional popular cultures in (North) East Asia. Third, it studies the influence of popular cultures and how cultural products resonate with a regional audience through collective consumption, contents reflective of normative values, the emotive and cognitive appeal of familiar images and social learning as well as peer effect found in fan communities. It then examines how consumption contributes to soft cultural influence and how governments leverage on its comparative advantages and cultural assets for commercial success and in the process augment national (cultural) influence. These questions will be discussed and analyzed and contextualized through the case studies of J-pop (Japanese popular culture), K-pop (Korean popular culture or Hallyu) and Chinese popular culture (including Mando-pop and Taiwanese popular culture).

While capital and population mobility, advances in information and communications technology, and economic liberalization have fostered economic development, industrialization, and wealth for some, they have also engendered growing inequalities in income, prosperity, well-being, and access. Those left behind by these global transformations often experience not only material deprivation, but broader dislocation from the contexts, institutions, and capabilities that provide access to social and economic opportunity. The concept of "social exclusion" has been widely adopted to describe the conditions of economic, social, political, and/or cultural marginalization experienced by particular groups of people due to extreme poverty, discrimination, dislocation, and disenfranchisement. This book explores the dynamics of social exclusion within the context of globalization across four countries--China, India, South Korea, and the United States. In particular, it examines how social exclusion is defined, manifested, and responded to with regard to diverse social arenas and processes, varying mechanisms and scales, and a range of impacted populations. Based on collaborative research activities and in-depth deliberation among leading scholars from major academic institutions in each of the four aforementioned countries, the volume provides a rich account of the interplay between globalization and social exclusion, while highlighting the ways in which responses may be more or less effective in different contexts. They define how products, processes, and people interact, assessing these entities’ features and performance and signaling their level of quality and reliability. They can convey important benefits to trade, productivity, and technological progress and play an important role in the health and safety of individual consumers and the environment. Firms’ ability to produce competitive products depends on the availability of adequate quality-support services. A “national quality infrastructure” denotes the chain of public and private services (standardization, metrology, inspection, testing, certification, and accreditation) needed to ascertain that products and services introduced in the marketplace meet defined requirements, whether demanded by authorities or by consumers. In much of Eastern Europe and Central Asia, national quality infrastructure systems are underdeveloped and not harmonized with those of their trading partners. This imbalance increases trade costs, hinders local firms’ competitiveness, and weakens overall export performance. The objective of Harnessing Quality for Global Competitiveness in Eastern Europe and Central Asia is to highlight the need to reform and modernize the institutions in the region toward better quality and standards. The book ties in with much of the work done in the World Bank on the business environment, trade facilitation, economic diversification, and enterprise innovation. The countries in the region can improve this situation, revising mandatory standards, streamlining technical regulations, and harmonizing their national quality infrastructure with those of regional and international trade partners. Most governments will need to invest strategically in their national quality infrastructure, including pooling services with neighboring countries and stimulating local awareness and demand for quality. Specifically for the countries of the former Soviet Union, the restructuring process will need to improve governance, thus eliminating conflicts of interest and providing technically credible services to the economy.
