This Master thesis deals with the characteristics of the towage operations and the organisation of the harbour towage services on a European scale, with issues related to competitiveness, structure and model of the services, roles of the different players and legislation. To achieve a better understanding of the European towage industry, the analysis will intent to answer the question: What are the stakes of the harbour towage industry in Europe today that allow optimised and competitive services for ports. It will be demonstrated that contestability through a tendering process is the best model option given that removes the problem of overpricing and underservicing resulting from monopolism due to complementary inputs. Furthermore, a competitive benchmark will be developed between the ports of Amsterdam, Antwerp, Bremerhaven, Hamburg and Rotterdam representing the North, and the ports of Algeciras, Barcelona, Genoa, Malta and Valencia for the South. The results indicate the fierce competition between Rotterdam and Antwerp and the big variance of towage tariffs in the Mediterranean.
