Book excerpt: On September 9, 1992, the US Environmental Protection Agency (EPA) issued General Permit No. WA-R-00-OOOF, Authorization to Discharge Under the National Pollutant Discharge Elimination System (NPDES) for Storm Water Discharges Associated with Industrial Activity to the US Department of Energy, Richland Operations Office (DOE-RL). DOE-RL submitted a Notice of Intent to comply with this permit to the EPA in accordance with the General Permit requirements on October 1, 1992. On February 14, 1994, EPA issued a Storm Water General Permit Coverage Notice (WA-R-00-Al 7F). The Hanford Site Storm Water Pollution Prevention Plan (SWPPP) (WHC-SD-EN-EV-02 1) was certified by DOE-RL on September 24, 1996, in compliance with Part 4.B(i) of the General Permit. As required by General Permit, Section 4, Part D, Section 4.c, an annual report must be developed by DOE-RL and retained onsite to verify that the requirements listed in the General Permit are implemented. This document fulfills the requirement to prepare an annual report and contains the results of inspections of the storm water discharges listed in Appendix B. This report also describes the methods used to conduct the Storm Water Comprehensive Site Compliance Evaluation (SWCSCE) as required in the General Permit, Part 4, Section D.4.c; summarizes the results of the compliance evaluation; and documents significant leaks and spills. The time frames for this SWCSCE report is July 1, 1997 through June 30, 1998. There were no significant spills or leaks during this reporting period.

This report also describes the methods used to conduct the 1100 Storm Plater Comprehensive Site Compliance Evaluation (SWCSCE) as required in Part IV, Section D.4.c in the General Permit; summarizes the results of the compliance evaluation; and documents significant leaks and spills. The reporting year for this SWCSCE report is July 1, 1996 through June 30, 1997.

Book excerpt: The information contained in, and/or referenced in, this Annual Hanford Site Environmental Permitting Status Report addresses Permit Condition I1.W (Other Permits and/or Approvals) of the Dangerous Waste Portion of the Resource Conservation and Recovery Act Permit for the Treatment, Storage, and Disposal of Dangerous Waste, issued by the Washington State Department of Ecology (WA7890008967). Condition II. W specifies that the Permittees are responsible for obtaining all other applicable federal, state, and local permits authorizing the development and operation of the Hanford Facility. This status report also addresses Permit Condition LE. 22, as interpreted in Section 12.1.25 of the Hanford Facility Dangerous Waste Permit Application, General Information Portion (DOE/RL-91-28, latest revision), that states this report will be prepared annually and a copy of this report will be placed in the Facility Operating Record, General Information file by October 1 of each year. The Washington State Department of Ecology Dangerous Waste Regulations (WAC 173-303) recently were amended to require that all Part As for final status permit applications include a listing of specific environmental permits and construction approvals for various environmental programs. The list of environmental programs is provided in WAC 173-303-803(3)(k). In response to this requirement, a list is provided that provides a cross-reference of the environmental permits and construction approvals for the various Hanford Site Resource Conservation and Recovery Act of 1976 treatment, storage, and/or disposal units that are incorporated or are scheduled for incorporation as final status operating treatment, storage, and/or disposal units. In support of the previously discussed requirement (WAC 173-303-803(3)(k)), the Annual Hanford Site Environmental Permitting Status Report includes, but is not limited to the following types of environmental permits: The Hazardous Waste Management Program as defined in 40 CFR Part 261; The Underground Injection Control Program under the state Waste Discharge Program; The National Pollution Discharge Elimination System under the Clean Water Act; The Prevention of Significant Deterioration program under the Clean Air Act; The National Emission Standards for Hazardous Pollutants under the Clean Air Act; and other sitewide environmental permits including solid waste, state waste discharge, onsite sewage system, and underground storage tanks.
