Like others, emerging from revolution and disorder to peace and the pursuits of peace, it finds its possibilities unlimited. Furthermore, under the Haitian-American treaty, part of the government is being run by the Haitians themselves in the three departments: executive, legislative and judicial; and a portion is controlled by the United States, including the military. In such a two-party control, there is naturally friction and this causes frequent and changing disagreements. Whereas in January, 1920, the bandit trouble was serious, I have just found, during a brief November trip, that this has ceased to be an active danger. In its place there has arisen, not a military worry, but a political one. Haitian agitators, supported by ill-advised Americans, have spread propaganda favoring the withdrawal of the United States from Haiti. Included in this propaganda have been the absurd accusations against the marines of cruelty toward the natives. The question of any cruelty or unnecessary killings has been conclusively disproven by the findings of a Court of Inquiry sent to Haiti, and which has recently published its findings. As to the withdrawal of the United States from Haiti—such a course would be a menace to the world and a sad neglect of duty by the United States. Any American acquainted with Haitian conditions will agree that the marines would scarcely have boarded the American ships before the entire country would be in a state of civil war, the lives and property of foreigners endangered, and the possibility of Haiti paying off her foreign debt would be lost. As opposed to this prospect of revolution, we have a bright future for Haiti, if the United States remains. The country is naturally rich in its products and its soil, and labor is able to work for cheaper wages than elsewhere. This is a great incentive for American business to invest its capital, which means that the country will rapidly become rich again—as it once was in the French days. But unlike conditions in those days, the Haitian himself will share in the future development and wealth.

Toni Pressley-Sanon employs three theoretical anchors to bring together parts of the African diaspora that are profoundly fractured because of the slave trade. The first is the Vodou concept of marasa, or twinned entities, which she uses to identify parts of Dahomey (the present-day Benin Republic) and the Kongo region as Haiti's twinned sites of cultural production. Second, she draws on poet Kamau Brathwaite's idea of tidalectics—the back-and-forth movement of ocean waves—as a way to look at the cultural exchange set in motion by the transatlantic movement of captives. Finally, Pressley-Sanon searches out the places where history and memory intersect in story, expressed by the Kreyòl term istwa. The symposium was held 29 months after the September 1994 U.S./U.N. intervention to return the democratically elected government of Jean-Bertrand Aristide, about a year after the peaceful presidential transition from Aristide to his chosen successor, Rene Preval, and only a few months before the scheduled departure of U.N. peacekeepers from Haiti in mid-1997. (That presence has since been extended through November.) The speakers and panelists included an array of senior officials from the United States and Haiti, among them two U.S. Congressmen and a Senator, the Senior Director for Latin American Affairs on the National Security Council, the State Department's Special Coordinator for Haiti, the Director of Plans and Policy for the Atlantic Command, the Senior Staffer for Inter-American Affairs on the Senate Foreign Relations Committee, a former Haitian Prime Minister and Foreign Minister, a former Haitian Justice Minister, a Haitian Senator, the Haitian Ambassador, and the former head of the United Nations Civilian Police (CivPol) operation in Haiti. Other participants included representatives from the U.S. Atlantic Command; the Departments of Defense, State, Commerce, and Treasury; international financial institutions, the intelligence community, congressional staff, private enterprise, think tanks, universities, and human rights and other nongovernmental organizations. The bitter struggles over U.S. policy and Haitian political and socioeconomic issues that had marked the preceding years were fresh in everyone's minds. Yet, despite this history and the considerable differences of opinion that continued to separate many of the participants, the tone of the conference was forwardlooking, with a minimum of polemics or blame-placing. The discussion generated an exceptionally productive exchange of information and ideas concerning Haiti's current problems and the prospects for both international and Haitian cooperation.
