Rabe uncovers a Cold War story of imperialism, gender bias, and racism. When the South American colony now known as Guyana was due to gain independence from Britain in the 1960s, U.S. officials in the Kennedy and Johnson administrations feared it would become a communist nation under the leadership of Cheddi Jagan, a Marxist who was very popular among the South Asian (mostly Indian) majority. Although to this day the CIA refuses to confirm or deny involvement, Rabe presents evidence that CIA funding, through a program run by the AFL-CIO, helped foment the labor unrest, race riots, and general chaos that led to Jagan's replacement in 1964. The political leader preferred by the United States, Forbes Burnham, went on to lead a twenty-year dictatorship in which he persecuted the majority Indian population. Considering race, gender, religion, and ethnicity along with traditional approaches to diplomatic history, Rabe's analysis of this Cold War tragedy serves as a needed corrective to interpretations that depict the Cold War as an unsullied U.S. triumph.

Book excerpt: Using documents only recently available, this pioneering book explores the interaction of German, British, French, and American policy at a time when the great depression and the growing political power of the Nazis had created a European crisis--the only such crisis between 1910 and 1941 in which the United States played a leading role. The author uses contemporary records to rectify the later accounts of such participants as Herbert Hoover, Julius Curtius, and Paul Schmidt. He describes the negotiations of the major powers arising out of the Austro-German plans for a customs union, and relates this problem to the question of terminating reparations and war debts. He shows how the Governor of the Bank of England directed British foreign policy into bitter opposition to France and how the German government sought to exploit the German private debt to Wall Street. Edward Bennett comes to the conclusion that the Br ning government, contrary to widely held opinion, received fully as much help as it deserved, while the Western powers were already showing the disunity and irresponsibility which proved so disastrous in later years. Although primarily a diplomatic history, this book also offers fresh information on pre-Hitler Germany, MacDonald's Britain, the Hoover administration, and the early career of Pierre Laval.

It describes Venezuelas dissatisfaction over the territorial and boundary award issued in 1899 by the international arbitral tribunal, subsequently leading to that countrys government unilaterally declaring it in 1962 as being null and void. The volume goes on to examine the evolved political events, including the sporadic Venezuelan infringements of Guyanas territorial integrity and the pursuit of diplomacy by both countries, resulting eventually in 1966 to a formal agreement at Geneva aimed at seeking a practical settlement of the controversy arising from Venezuelas contention of the nullity of the arbitral award. A subsidiary protocol to suspend the search for a settlement was signed in Port of Spain in 1970, but the succeeding twelve-year period was characterized by a succession of bilateral political interplay, resulting in Venezuelas decision to terminate this pact in 1982.

The recent spread of digital initiatives in foreign ministries is often argued to be nothing less than a revolution in the practice of diplomacy. In some respects this revolution is long overdue. Digital technology has changed the ways firms conduct business, individuals conduct social relations, and states conduct governance internally, but states are only just realizing its potential to change the ways all aspects of interstate interactions are conducted. In particular, the adoption of digital diplomacy (i.e., the use of social media for diplomatic purposes) has been implicated in changing practices of how diplomats engage in information management, public diplomacy, strategy planning, international negotiations or even crisis management. Despite these significant changes and the promise that digital diplomacy offers, little is known, from an analytical perspective, about how digital diplomacy works. This volume, the first of its kind, brings together established scholars and experienced policy-makers to bridge this analytical gap. The objective of the book is to theorize what digital diplomacy is, assess its relationship to traditional forms of diplomacy, examine the latent power dynamics inherent in digital diplomacy, and assess the conditions under which digital diplomacy informs, regulates, or constrains foreign policy. Book excerpt: On the fiftieth anniversary of his country's independence, the author looks in Janus - faced fashion, at the culture of his native Guyana from its early days of slavery and indenture to the present, and speculates on its development over the next half-century. His account records the trials and tribulations of the laborers who were imported by the British plantocracy to toil under cruel and oppressive conditions. Strict control was achieved by the British though the imposition of their culture on the captive population and a "divide and rule" policy which sowed the seeds of racial conflict between the various ethnic groups. The British Governors were replaced by elected representatives of local political parties, some of whom did not hesitate to adopt the British policy of division to ensure victory at the polls. As a result of these political machinations, cultural diversity and racial harmony were diminished by ethno-racial animosities and violence, especially between Afro- and Indo-Guyanese. Several proposals have been made in the past to resolve the situation, including power-sharing and more inclusive governance, but unfortunately, thus far, no significant progress has been made. The author reviews these recommendations, both old and new, to see if a change in the political culture can bring about the social cohesion and national unity which are critical to the nation's future.

In Covert Regime Change, Lindsey A. O'Rourke shows us how states really act when trying to overthrow another state. She argues that conventional focus on overt cases misses the basic causes of regime change. O'Rourke provides substantive evidence of types of security interests that drive states to intervene. Offensive operations aim to overthrow a current military rival or break up a rival alliance. Preventive operations seek to stop a state from taking certain actions, such as joining a rival alliance, that may make them a future security threat. Hegemonic operations try to maintain a hierarchical relationship between the intervening state and the target government. Despite the prevalence of covert attempts at regime change, most operations fail to remain covert and spark blowback in unanticipated ways. Covert Regime Change assembles an original dataset of all American regime change operations during the Cold War. This fund of information shows the United States was ten times more likely to try covert rather than overt regime change during the Cold War.
