Book excerpt: Using a nationally-representative panel data set of U.S. high school students (AddHealth data) that contains a relatively large sample of siblings and twins, the paper investigates the impacts of gun availability at home and individual drug use on robbery, burglary, theft and damaging property for juveniles. Using a variety of fixed-effects models that exploit variations over time, the results show that gun availability at home increases the propensity to committing robbery, burglary and theft by about two percentage points for juveniles but has no impact on damaging property. It is unlikely that gun availability is merely a measure of the unobserved home environment because gun availability does not influence other risky or bad behaviors of juveniles. The results show that having access to guns increases the probability of being cut or stabbed by someone and of someone pulling a knife or gun on the juvenile. Estimates obtained from models that exploit variations over time and between siblings and twins indicate that the median impact of cocaine use on the propensity to commit various types of crimes is 23 percentage points. The impact of using inhalants or other drugs is an increase in the propensity to commit crime by 14 and 18 percentage points, respectively.

For public authorities to make reasonable decisions on these matters, they must take into account facts about the relationship between guns and violence as well as conflicting constitutional claims and divided public opinion. In performing these tasks, legislators need adequate data and research to judge both the effects of firearms on violence and the effects of different violence control policies. Readers of the research literature on firearms may sometimes find themselves unable to distinguish scholarship from advocacy. Given the importance of this issue, there is a pressing need for a clear and unbiased assessment of the existing portfolio of data and research. Firearms and Violence uses conventional standards of science to examine three major themes - firearms and violence, the quality of research, and the quality of data available. The book assesses the strengths and limitations of current databases, examining current research studies on firearm use and the efforts to reduce unjustified firearm use and suggests ways in which they can be improved.

Book excerpt: In 1978, the Social and Demographic Research Institute of the University of Massachusetts, Amherst, received a grant from the National Institute of Justice to undertake a comprehensive review of the literature on weapons, crime, and violence in the United States. The purpose of the project is best described as a "sifting and winnowing" of the claims and counterclaims from both sides of the Great American Gun War - the perennial struggle in American political life over what to do, if anything, about guns, about violence, and about crime. The review and analysis of the available studies consumed the better part of three years; the results of this work are contained in this volume.The intention of any review is to take stock of the available fund of knowledge in some topical area. Under the Gun is no different: our goal has been to glean from the volumes of previous studies those facts that, in our view, seem firmly and certainly established; those hypotheses that seem adequately supported by, or at least approximately consistent with, the best available research evidence; and those areas or topics about which, it seems, we need to know a lot more than we do. One of our major conclusions can be stated in advance: despite the large number of studies that have been done, many critically important questions have not been adequately researched, and some of them have not been examined at all.Much of the available research in the area of weapons and crime has been done by advocates for one or another policy position. As a consequence, the manifest intent of many "studies" is to persuade rather than to inform. We have tried to approach the topic from a purely agnostic point of view, treating as an open question what policies should be enacted with regard to gun, or crime, control. Thus, we have tried to judge each study on its own merits, on the basis of the routine standards normally applied to social-scientific research, and not on the basis of how effectively it argues for a particular policy direction. It would, of course, be presumptuous to claim that we have set aside all our own biases in conducting this study. Whether or not our treatment is fair and objective is clearly something for the reader, and not us, to decide.

Harcourt recounts in-depth interviews with youths detained at an all-malecorrectional facility, exploring how they talk about guns and what meanings they ascribe to them in a broader attempt to understand some of the assumptions implicit in current handgun policies. In the process, Harcourt redraws the relationships among empirical research, law, and public policy. Home to over 150 repeat offenders ranging in age from twelve to seventeen, the Catalina Mountain School is made up of a particular stratum of boys—those who have committed the most offenses but will still be released upon reaching adulthood. In an effort to understand the symbolic and emotional language of guns and gun carrying, Harcourt interviewed dozens of these incarcerated Catalina boys. What do these youths see in guns? What draws them to handguns? Why do some of them carry and others not? For Harcourt, their often surprising answers unveil many of the presuppositions that influence our laws and policies.
