Book excerpt: Introduction: The Gulf of Maine Regional Ocean Science Initiative evolved from an awareness of the importance of integrated approaches to addressing ecological, environmental, and social influences in coastal and marine ecosystems at the regional level. In response to a call for regional coordination of research by the U.S. Commission on Ocean Policy, the National Sea Grant College Program funded ten projects to develop regional ocean research plans, one of which was awarded to the Gulf of Maine region. A Gulf of Maine Regional Ocean Science Council (ROSC) was appointed to oversee the development of a Strategic Regional Ocean Science Plan. The members include the Northeast Sea Grant College Program Directors and eight appointed members. The members, representing diverse areas of expertise from government, academia, and industry, include two Canadian representatives. Recognizing the importance of integrated approaches, this Gulf of Maine Strategic Regional Ocean Science Plan responds to the call for identifying priority themes that enhance ecosystem-based management and support coordination and collaboration of ongoing efforts.

Book excerpt: As appreciation of the interdisciplinary and multidimensional character of environmental issues has increased, there have been attempts to address regional needs more directly. One of these, the Regional Marine Research Program (RMRP), was established by Congress in 1990 to provide a mechanism to fund coastal marine research based on regionally-defined priorities. The RMRP legislation established a system of nine regional marine research boards around the United States. Each board was responsible for planning marine research to address issues of water quality and ecosystem health on a regional scale. Although all nine regions received funding for planning activities and development of a research plan, only the Gulf of Maine RMRP received funding for program implementation. The completion of the Gulf of Maine program, in 1997, presents an opportunity to evaluate whether the process for planning and managing the Gulf of Maine research was adequate, whether the research fulfilled the goals of the program, and whether this experience should serve as a model for similar regional programs elsewhere. Bridging Boundaries through Regional Marine Research is a study of the RMRP, with a specific review of the Gulf of Maine program as well as an assessment of other modesl for regional marine research. This report assesses the need for regional marine research,reviews processes by which regional marine research needs can be defined, and discusses existing programs for regional marine research in the United States. It also identifies short- and long-term approaches that might be taken by NOAA.

The proposed plan has been constructed in light of the changing ocean jurisdiction framework brought about by the Third U.N. Law of the Sea Conference and the continuing realignment of Federal-State relationships. The objective of this planning effort was to design an efficient procedure for coordinating existing and future ocean uses and management programs, while simultaneously minimizing economic and political costs. Current and future marine uses of the Gulf of Maine are examined and described in the study. The plan proposes establishment of a Federal level Marine Affairs Council, within the Executive Office of the President, and formation of a Regional Ocean Management Council for the Gulf of Maine. The Marine Affairs Council would be composed of all relevant Executive branch department/agency heads and, would be chaired by the Vice-President. The Regional Ocean Management Council would be composed of Governors from adjacent States, regional Executive branch administrators, and a Presidential appointee and, would be open to participation from the marine user community. The study recommends that the proposed plan be implemented by legislative initiative or by Executive Order of the President. The roles of the U.S. Coast Guard in the proposed regional and Federal ocean management bodies are discussed in view of the current resource shortages being faced by this marine service agency.

Book excerpt: Maine EPSCoR has developed a five year plan to further improve Maine's research and education capacity in the field of Energy. The initiatives of this Energy Education and Research Plan are integrated with other major science policy initiatives in the state, specifically the state's Science and Technology Strategic Plan (1992), the NSF Statewide Systemic Initiative (1992), and the Report of the Maine Commission on Comprehensive Energy Planning. The plan was developed with the support of US Department of Energy and State of Maine funds. The planning process was led by the Maine DOE EPSCoR planning committee of Maine EPSCoR. Researchers, educators, and business people assisted the committee in the development of the plan. This plan draws from priorities established by focus groups, the strengths and weaknesses revealed by the resource assessment, and the suggestions offered in the solicited research and education briefs. The plan outlines strategies for the improvement of energy education, communication networks, support of individual research, and the formation of collaborative research groups in targeted areas. Five energy-related areas have been targeted for possible development of collaborative research groups: Energy Technology Research, Energy and the Environment, the Gulf of Maine and Its Watershed, the Human Genome, and Renewable Energy. The targeted areas are not boundaries limiting the extent of collaborations to be pursued but represent research themes through which the state's resources can be combined and improved.
