Possessing a significant share of the world's oil and gas reserves and including some of the world's fastest growing economies, the GCC is a significant regional grouping. As with the Association of Southeast Asian Nations (ASEAN), the Council has made significant progress towards economic integration. Seeking to draw out lessons applicable to ASEAN, this report looks at the structure and evolution of the GCC. This includes the context within which the Council was established, its rationale, and economic importance. It then follows the organization's development over time, paying particular importance to its progress from Customs Union and Common Market towards Monetary Union. The report then sets out the key challenges ahead for the Council, and concludes by highlighting the structural, organizational, and political lessons that resonate with ASEAN and its membership.

In tandem, their relationships grew significantly, and Turkey was considered, for a while, as a “strategic partner”. Common challenges have made them consider an alliance to balance other powers and threats. However, many emerging issues have turned them into rivals for regional influence on divergent agendas during the last decade. All in all, their relations are dynamic and rapidly changing. Some regional crises were subjects of political agreement and coordination in their early stages, such as the cases in Libya, Syria and Yemen. However, this agreement has diminished and sometimes turned into conflict. Iran’s policies have also led to its change from being a factor of agreement to a factor of difference. On the other hand, some tensions, which were major causes of escalation, were resolved or eased, such as the Gulf crisis and the contest over Egypt. These relations affected the whole region, as well as the great powers involved there. Therefore, this book studies the commonalities between the GCC states and Turkey and analyzes their differences. All parties expressed their desire to restore cooperation despite continuing competition on some regional issues. The book proposes some ideas that can be considered to make convergence possible again.

Book excerpt: After the conservative Arab Gulf Monarchies - Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates (UAE) - joined forces on 25 May 1981 within the Gulf Co-operation Council (GCC), few fathomed that security requirements on and around the Arabian Peninsula would be so precarious and for so long. To answer their search for permanent stability, Arab Gulf rulers erected a regional alliance that sought to integrate internal and regional defences, as well as strengthen their existing socio-economic ties. Several of the monarchies even hoped that co-ordination on foreign policy issues over which near unanimity existed could, eventually, lead to a full-fledged union as envisaged in the organisation's founding charter. Between 1981 and 2015 these Arab Gulf monarchies experienced major socio-political transformations resulting from upheavals throughout the Arab and Muslim worlds. The perceived necessity to bring about a full-fledged union has come into conflict with entrenched viewpoints from regimes that value traditional military/political roles and norms. In this new study, Joseph A. Kechichian provides an evaluation of GCC States' military institutions to better evaluate whether a stable alliance is capable of enduring over the next few decades, and how civilian leaders perceive the role and influence of their military officers for the task. Kechichian raises fundamental questions over internal, regional and international threats, including an existential challenge emanating from the Islamic revolutionary government of Iran, and assesses how GCC professionals may be preparing to tackle them. He further elucidates on the best methods to meet security challenges not only to secure political survival but also to determine whether conservative Arab Gulf regimes can flourish outside an effective alliance. The volume concludes with an examination of evolving civil-military relations in the GCC States.

At a time of continuing domestic instability in Iraq and an increasingly isolated Iran, the geopolitical weight of the Gulf Cooperation Council (GCC) states has risen dramatically over the past 10 years; the GCC states' enormous economic power, coupled to some of the most stable political systems in the entire Middle East and North Africa region, call for continuously close U.S.-GCC relations in the security sphere as an important element in U.S. foreign policy. But these fundamental shifts in the political environment coincide with changes in the regional perception of the United States as a security partner. The conflict in Iraq, resulting in yet another unstable state at the heart of the Middle East and in immediate proximity to the GCC, has left many former supporters of U.S. engagement in the region disappointed and cynical. Furthermore, ongoing U.S. defense budget adjustments have raised concerns among GCC leaders about the future of U.S. military capabilities and U.S. willingness and ability to engage in the region. Therefore, this confluence will affect the political, economic, and security environment of the Arabian Gulf at both the international and regional levels. China is one of the key participants in the competition for influence in the Arabic Gulf region, that consider as the richest in oil and gas.The bilateral cooperation between China and GCC states has witnessed a remarkable development in recent years, spanning a wide range of interests. This led to delivering the following research questions: What is the dynamic of GCC - CHINA relations? How can the GCC countries play a vital role in the Chinese belt and road initiative (BRI)? How does a geostrategic competition in the Indo-Pacific -BRI will influence the Arabic Gulf region's political, economic, and security? Sino-Gulf relations began in the 1970s and flourished after the establishment of the Gulf Cooperation Council in 1981, where the United Arab Emirates established diplomatic relations with China in 1984, followed by Qatar in 1988, Bahrain in 1989 and Saudi Arabia in 1990. In fact, Saudi Arabia established diplomatic and commercial relations with China in 1939. This relation were short-lived because of the Communist Party's domination of power in China, where the relations between the two countries ceased in 1949 and resumed again in 1990. At present, China is the main investor and business partner of several GCC States, where several agreements have been signed with GCC in concerned of political, economic and security perspectives. Therefore, their bilateral relations are on the rise and interest in trade, technology, and investment cooperation, as well as explore GCC markets. China seeks to revive the Silk road, a trade route that runs through 56 countries and builds a bridge between the three continents. Moreover, the Arabian Gulf is one of the most important areas to execute the Belt and Road Iniative (BRI), although it is not on the official map of the initiative. Government and private companies such as banks and financial institutions have also begun efforts to boost the initiative's position in the Arabian Gulf, especially in the oil sector, while China's energy needs are expected to rise to 14.2 million barrels per day (bpd). The GCC countries could find the opportunity to join a new wave of globalization and explore the new global marketplaces through Belt and Road initiative, because of their status as major energy suppliers. furthermore, [sic] the BRI will encourage GCC to diversify their economic structures and reduce oil dependency as the main source of their economy's prosperity. China has not indicated its desire for a military presence in the Arabic Gulf region as a challenge to US military power, but with its growing regional interests along with the ambitions of the Belt and Road Initiative, makes the stability of the Middle East and the Arabian Gulf region in particularly, a strategic concern for China. The GCC countries recognize the importance of Asia by adopting "Look East" policy in recrystallizing its external relations towards the East as a preferred partner, in particular after 9/11, as well as economic factors. In fact, the repercussions of the 9/11 attacks still plague the political landscape between the GCC and the West. However, the GCC foreign policy has created a regional and international balance, seeking through it to resolve disputes by peaceful means and employ all diplomatic, economic and human capabilities to achieve its national goals. This study aims to understand the nature of the development of Sino-GCC bilateral relations and both party aspirations to achieve their interests, considering regional and international changes.
