Called the Fuel King of the West, Osgood was the leading coal baron in the western mountain region and the most prominent spokesperson for the coal industry for over three decades. During this time, his anti-union policies made him the UMWA's most formidable foe in its effort to organise the Colorado coal fields. The book depicts the bipolarity of his approach to the threat of unionism. The "Redstone experiment," a model industrial village designed to improve the lives of workers through social programs, showed Osgood's efforts to attain his anti-union goals through compassion. Conversely, the Ludlow tent colony and the events that transpired there, marked by armed gunmen and machine guns paid for by Osgood, illustrate his willingness to resort to violence and intimidation for the same purpose. A leading participant in the transformation of the West, Osgood helped to shape the character of the Gilded Age.

Book excerpt: The rapid conversion of land to urban and suburban areas has profoundly altered how water flows during and following storm events, putting higher volumes of water and more pollutants into the nation's rivers, lakes, and estuaries. These changes have degraded water quality and habitat in virtually every urban stream system. The Clean Water Act regulatory framework for addressing sewage and industrial wastes is not well suited to the more difficult problem of stormwater discharges. This book calls for an entirely new permitting structure that would put authority and accountability for stormwater discharges at the municipal level. A number of additional actions, such as conserving natural areas, reducing hard surface cover (e.g., roads and parking lots), and retrofitting urban areas with features that hold and treat stormwater, are recommended.
