The imitation of desire is a human trait seldom recognized in International Relations studies, let alone conceptualized. The imitation of desire that takes place among entities—as opposed to being intentionally generated by them—challenges the conventional wisdom of International Relations that assumes rational autonomous individuals. This book identifies the root of Realism, pointing out its awareness of the conflicting impact of desire and imitation in a world driven by restless comparison. It subsequently demonstrates the conceptual value of mimetic theory while proposing a template of understanding international polities, starting from assumptions of disorder and violence. This volume not only contributes to the study of conflict based on the imitation of the desire of others among international polities, but also proposes in its conceptualization that it is worth looking at studies of agency and structure, normative change, peace, and reconciliation.

It examines the systemic or structural constraints inherent to the international legal system and argues that order trumps justice in Western Europe’s promotion of international human rights norms. The book shows that IHRL evolved as a result of a tension between two forces: A European understanding of international society, based on order, the centrality of the State and a minimalist conception of human rights; and a civil society and UN-promoted, mostly Western, particularly European but broader conception of human rights, based on justice. As such, human rights norms emerge and develop when (some) states’ idea of order meets with advocates’ idea of justice. We are living a historical juncture of shifting tectonic plates with rising nationalism in the Global North, ever growing power in the Global South and a declining presence of Europe in global affairs. Pearcey argues that features of European expansion were guided by a discourse on civilization, one that subsumed the uncivilized Other within the boundaries of the civilized Self. It theorizes their nature through an analysis of the relationship of primary and secondary levels of institutional formation, so far largely ignored in English School theorizing, and provides case studies to illuminate the theory. Hitherto, the School has largely failed to study secondary institutions such as international organizations and regimes as autonomous objects of analysis, seeing them as mere materializations of primary institutions. Building on legal and constructivist arguments about the constitutive character of institutions, it demonstrates how primary institutions frame secondary organizations and regimes, but also how secondary institutions construct agencies with capacities that impinge upon and can change primary institutions. Based on legal and constructivist ideas, it develops a theoretical model that sees primary and secondary institutions as shared understandings enmeshed in observable historical processes of constitution, reproduction and regulation.
