C'est le mouvement de désinstitutionnalisation touchant différents secteurs d'activités qui a entraîné la création de nouveaux types de ressources d'hébergement substituts. Il faut savoir qu'il n'existait alors, outre l'hébergement privé, que l'hébergement en institution ou en ressources de type familial. Progressivement, de nouvelles approches ont été retenues, faisant ressortir l'importance de maintenir dans la communauté les personnes ayant besoin d'être hébergées tout en favorisant leur réinsertion sociale. Diverses formules de ressources d'hébergement ont ainsi vu le jour pour répondre soit aux besoins plus complexes de personnes ayant vécu en institution et qu'on voulait réintégrer dans la communauté ou à ceux de personnes qu'on ne désirait plus orienter vers les institutions. Au fil des ans, des ressources intermédiaires ont été mises en place suivant des modèles diversifiés et selon des modalités financières très différentes d'une région à l'autre. Tout en reconnaissant que les ressources d'hébergement à caractère non institutionnel constituent une ressource de premier plan dans le cadre de la transformation des services de santé et des services sociaux, le ministère de la Santé et des Services sociaux a dû tout mettre en oeuvre afin d'assurer l'équité tant à l'égard de l'accès à ces services qu'à l'égard de l'encadrement et du financement de ces ressources. Il a alors entrepris, il y a quelques années, une réflexion sur les ressources intermédiaires afin de préciser les niveaux de responsabilités et les cadres de gestion tout en favorisant une réglementation souple et adaptable aux paliers local et régional. Cette réflexion, menée avec les principaux partenaires que sont les régies régionales et les associations nationales, a abouti à l'adoption d'articles de la Loi sur les services de santé et les services relatifs aux ressources intermédiaires et à un cadre de référence national. Le cadre précise les modalités d'application de ces articles et les règles relatives à l'accessibilité à ces ressources ainsi qu'à l'encadrement et au financement de ces ressources. En somme, le Ministère, par ses actions, reconnaît l'importance de favoriser la réinsertion sociale en privilégiant les interventions dans le milieu et en misant sur des ressources d'hébergement dans la communauté reconnues pour leur souplesse, soit les ressources intermédiaires.

This document offers an approach to assessment that should help you review information that is already available and only collect new data that will be of practical use, depending on your capacity and the phase of the humanitarian crisis. This document is rooted in two policy documents, the IASC Reference Group s (2010) "Mental Health and Psychosocial Support in Humanitarian Emergencies: What Should Humanitarian Health Actors Know?" and the "Sphere Handbook's Standard on Mental Health" (Sphere Project, 2011). It is written primarily for public health actors. As the social determinants of mental health and psychosocial problems occur across sectors, half of the tools in the accompanying toolkit cover MHPSS assessment issues relevant to other sectors as well as the health sector.
