He knew that to liberate France, and to hold it, the Allies needed local help, which would necessitate coordinating with the highly independent French resistance groups known collectively as the maquis. The Allies' objective was to push the Germans out of France. The French objective, on the other hand, was a France free of all foreign armies, including the Allies. President Roosevelt refused to give full support to Charles de Gaulle, whom he mistrusted, and declined to supply the timing, location, and other key details of Operation Overlord to his Free French government. Eisenhower's hands were tied. He needed to involve the French, but without simultaneously involving them in operational planning. Into this atmosphere of tension and confusion jumped teams consisting of three officers each -- one from the British Special Operations Bureau, one from the U.S. Office of Strategic Services, one from the Free French Bureau Central de Renseignement -- as well as a radioman from any one of the three nations. Known as the Jedburghs, their primary purpose was to serve as liaisons to the maquis, working to arm, train, and equip them. They were to incite guerilla warfare. Benjamin Jones' Eisenhower's Guerrillas is the first book to show in detail how the Jedburghs -- whose heroism and exploits have been widely celebrated -- and the maquis worked together. Rodd’s life is interesting for the way it connected the worlds of geography, international finance, politics, espionage, and wartime military administration. He was famous in the 1920s for his journeys to the Sahara and his study of the Tuareg, People of the Veil (1926). A career in banking included a stint at the Bank of England, before he became a Partner in the merchant bank Morgan Grenfell—where remained for most of his working life (1933-1961). During the war he worked for the Ministry of Economic Warfare (1939=40), before getting closely involved in the sphere of military government (civil affairs). In 1942, he was War Office’s Chief Political Officer in East Africa. He was then appointed head of the first Allied Military Government in occupied Europe (Chief Civil Affairs Officer of AMGOT). In civil affairs, he was drawn to the principles of indirect rule. A generalist in an age of growing specialisation, he was also a mixture of traditionalist and moderniser. A product of Eton and Balliol College, Oxford, and elevated to the peerage in 1941, he was well-connected socially, and his life is a window onto British society at a time of great change.

From January until April 1945, SOE rained propaganda leaflets on the hapless population fleeing the ruins of their cities and the oncoming Allied ground forces; they broadcast messages to the 'resistance'; they planted the most scandalous lies about eminent Nazis; and at the end they even dropped four agents on fictitious missions.
