Book excerpt: In 1965, after a coup led by Jose de Magalhaes Pinto and others, the military dictatorship closed down all the Brazilian political parties that had been active since 1945. The regime then allowed the creation of just two parties, one pro-government and the other an opposition party. This book analyzes the history of the National Renewal Alliance (Alianca Renovadora Nacional ARENA), the party created to support the military government. ARENA included the main leaders of Brazils previously existing conservative parties. Its early years were marked by political uncertainty as the military regime engaged with the pro-government party. The militarys intervention in the political field brought about disagreements regarding autonomy and policy, and politicians and leaders unwilling to toe the military line were circumscribed through removal from office and the stripping of political rights via decree. Lucia Grinberg sets out to explain how the legitimacy of the party was viewed by different parties (especially the opposition) and at different times, up to ARENAs dissolution in 1979. Issues of constitution, ideology, party loyalty, amnesty, and the gamut of political representation pervade its historiography. And not least the way the country, at all political, social and media levels, viewed the party. Drawing on abundant historical documents, the book makes a unique contribution to the comparative study of political parties in dictatorships. The Brazilian case is exceptional among the Latin American dictatorships of the 1960s and 70s, since the representative political institutions were preserved, despite the loss of prerogatives of the Legislative Branch.

It is based on broad and diversified documentary sources, including police files, archives of political leaders, traditional press periodicals, newspapers and brochures of right-wing organizations, monuments, caricatures, and photographs. The work is a major contribution to better understanding the political impact of right-wing movements in Brazil and the justifications made for the authoritarian coups of 1937 and 1964. The author explains the intricacy of the political movements, leaderships and organizations that gathered around the fight against communism, as well as the ideas and images used to disseminate their arguments, including international sources of inspiration. The argument presented is not one of mere condemnation, but as dictatorship has reared its head post-1964 an assessment is long overdue in order to understand the political impact of anti-communist movements which have contributed to enable the longstanding police-military repressive machine of the Brazilian State. The current return of anti-communism to the Brazilian political scene is evidence of the book's thesis that this phenomenon took root in Brazilian society during the first decades of the twentieth century. On Guard Against the Red Menace helps to understand why a candidate of military origin who promises to rid the country of the reds won the October 2018 elections in Brazil, by adopting a discursive strategy that represents the appropriation of the anti-communist tradition analyzed in this book.

Book excerpt: In The Color of Modernity, Barbara Weinstein focuses on race, gender, and regionalism in the formation of national identities in Brazil; this focus allows her to explore how uneven patterns of economic development are consolidated and understood. Organized around two principal episodes—the 1932 Constitutionalist Revolution and 1954’s IV Centenário, the quadricentennial of São Paulo’s founding—this book shows how both elites and popular sectors in São Paulo embraced a regional identity that emphasized their European origins and aptitude for modernity and progress, attributes that became—and remain—associated with “whiteness.” This racialized regionalism naturalized and reproduced regional inequalities, as São Paulo became synonymous with prosperity while Brazil’s Northeast, a region plagued by drought and poverty, came to represent backwardness and São Paulo’s racial “Other.” This view of regional difference, Weinstein argues, led to development policies that exacerbated these inequalities and impeded democratization.

The rise of far-right forms of politics in recent years throughout a range of geopolitical locales suggests the emergence of a distinct conjuncture in world politics, indicating a common set of enabling conditions and characteristics. It is this unprecedented context in the history of the post-war liberal international order that this edited volume aims to address. In doing so, it brings together a diverse range of scholars, many of whom have developed an internationally recognized expertise in the study of the far-right and International Relations (IR). Reflecting a plurality of methodological and theoretical perspectives, the chapters cover a variety of theoretical and conceptual issues, including analyses of different geopolitical and national expressions of the contemporary far-right. Notwithstanding such diversity, the primary analytical focus of the book is to situate and explain the far-right as a distinct part of the history of modern international relations especially with respect to the development of and crises within the contemporary international order. From this perspective, the contributions combine to demonstrate the deeply embedded symptoms of far-right politics centred on racialized imaginaries across the globe and re-produced within the sinews of an evolving liberal international order even as the far-right also represents an antagonism to some elements of said order.
