Book excerpt: Writing Terror on the Bodies of Women: Media Coverage of Violence against Women in Guatemala analyzes the scope and dynamics of violence against women in Guatemala and how it is represented in the print media. Using nearly two thousand Guatemalan newspaper reports covering murders and assaults on women, this book contextualizes violence against women within the history of violence in Guatemala; gender ideologies and patriarchal social structures; and the contemporary demands of the women’s movement for social and legislative change. It shows that while some newspapers cover violence against women with investigative reports and editorials that use feminist analysis and language, these are overshadowed by the large number of individual reports that reproduce narratives of terror and conceal the gendered nature of violence against women by suggesting that “delinquents,” “gangs,” “unknown men,” and inexplicably violent husbands are the main culprits, while simultaneously upholding dichotomous gendered narratives of “good” and “bad” wives and daughters.

Book excerpt: Indigenous women migrants from Central America and Mexico face harrowing experiences of violence before, during, and after their migration to the United States, like all asylum seekers. But as Shannon Speed argues, the circumstances for Indigenous women are especially devastating, given their disproportionate vulnerability to neoliberal economic and political policies and practices in Latin America and the United States, including policing, detention, and human trafficking. Speed dubs this vulnerability "neoliberal multicriminalism" and identifies its relation to settler structures of Indigenous dispossession and elimination. Using innovative ethnographic practices to record and recount stories from Indigenous women in U.S. detention, Speed demonstrates that these women's vulnerability to individual and state violence is not rooted in a failure to exercise agency. Rather, it is a structural condition, created and reinforced by settler colonialism, which consistently deploys racial and gender ideologies to manage the ongoing business of occupation and capitalist exploitation. With sensitive narration and sophisticated analysis, this book reveals the human consequences of state policy and practices throughout the Americas and adds vital new context for understanding the circumstances of migrants seeking asylum in the United States.

Terrorizing Women is an impassioned yet rigorously analytical response to the escalation in violence against women in Latin America during the past two decades. To date, however, academic legal research has paid little attention to this gentle turn in international human rights law and practice to address structural discrimination. In order to address this gap, this study analyses whether and to what extent international and regional human rights frameworks foresee positive obligations for State parties to address structural discrimination, and, more precisely, gender hierarchies and stereotypes as root causes of gender-based violence. In order to answer this question, the book analyses whether or not international human rights law requires pursuing a root-cause-sensitive and transformative approach to structural discrimination against women in general and to the prevention, protection and reparation of violence against women in particular; to what extent international courts and (quasi)judicial bodies address State responsibility for the systemic occurrence of violence against women and its underlying root causes; whether or not international courts and monitoring bodies have suitable tools for addressing structural discrimination within the society of a contracting party; and the limits to a transformative approach.
