Book excerpt: El Colegio Territorial de Arquitectos de Valencia publica una colección denominada 'Manuales de Urbanismoö (lo cual en estos tiempos que corren es bastante meritorio) que cuenta con algunos títulos interesantes y que deberían tener una difusión más importante que la puramente local entre sus colegiados. A pesar de que el urbanismo y el planeamiento urbanístico han ido tomando derroteros aparentemente divergentes en las distintas comunidades autónomas por los avatares propios de nuestra Constitución, y que pudiera parecer que lo aplicable en este ámbito en Valencia no lo es en Extremadura, sin embargo existen temas que sobrepasan las fronteras, no sólo entre Comunidades sino entre países o, incluso, entre continentes. Es comprensible que títulos como Guía básica para la redacción de estudios de detalle en el ámbito local de la Comunidad Valenciana o Guía básica para la redacción y gestión del proyecto de reparcelación (dos de los últimos publicados) no pretendan una difusión muy amplia ya que tratan temas locales. Aún así tienen bastante interés para los profesionales y, sobre todo los estudiosos, de otros sitios. Sin embargo, el libro que comento hoy, Guía básica para el diseño de espacios públicos urbanos. Criterios y recomendaciones, de Andrés Martínez, entiendo que tiene un interés que rebasa el ámbito del Colegio Territorial de Arquitectos de Valencia.Para aquellos que estamos en este mundo del urbanismo es de sobra conocida la publicación titulada Guía de diseño urbano de la que son autores Martínez Sarandeses, Herrero y Medina, publicada por el Ministerio de Fomento en el año 1999 y que sirvió de manual de diseño urbano en diferentes escuelas de arquitectura españolas (por cierto, heredera de otra publicada por el MOPU en 1990). Pudiera parecer que esta otra Guía de Andrés Martínez iba a ser una especie de revival de la anterior. Nada más lejos de la realidad. Por supuesto que le debe muchas cosas (al fin y al cabo Andrés Martínez no sólo es hijo sino también discípulo de José Martínez Sarandeses) pero se diferencia de forma bastante notoria. El propio Andrés lo explica en la 'Introducciónö cuando habla de que la situación en estos últimos diez años ha cambiado de forma notable y ha establecido nuevos retos y prioridades. En concreto habla de dos. La primera es la del funcionamiento en red de los espacios libres, singularmente de los llamados 'verdesö, y la segunda la consideración disciplinar del proyecto del espacio público como un elemento singular y diferenciado. Aunque la segunda podría ser discutible, por lo menos su novedad o su consideración prioritaria, la primera es bastante clara. Y no afecta sólo a este país sino que, en general, es un clamor europeo (en estos momentos estoy codirigiendo con un profesor de la universidad de Palermo un tesis doctoral que trata precisamente de este tema en Italia y España en el contexto de la Unión Europea).La Guía tiene una estructura clara y práctica.
