Book excerpt: The majority of income distribution surveys are scattered throughout a variety of sources and rarely present their data in a comparable manner. This report represents a combing of this literature and a setting of the data on 81 countries into a format that allows direct comparisons among the results of all surverys. A uniform group of inequality indexes accompanies each data set; an introductory essay discusses measurement concepts and guidelines; an index of coverage permits easy comparison of the type and date of each survey for a given country; and a comprehensive bibliography cites all of the data sources. This unique compilation is part of an ongoing effort by the Development Research Center of the World Bank to provide a factual and analytical research base in the important areas of poverty and income distribution.

Between 1977 and 1986, Spain underwent a comprehensive tax reform which shaped its fiscal system until today. It was made in connection with the transition to democracy and indeed was understood as a fundamental part of the political change. The book situates the reform both within Spanish history and international trends in tax systems and connects it to the expansion of the welfare state and regional decentralization in Spain. The analysis reveals that the tax system failed to attain progressivity, and significant levels of fraud had a noticeable impact on inequality. Because of this, fiscal redistribution remained limited. In the new political economy of the second globalization, late democratic and fiscal transitioners were unable to emulate the path of the welfare state forerunners.

Americans become most concerned about inequality in times of inequitable growth, when they view the rich as prospering while opportunities for good jobs, fair pay and high quality education are restricted for everyone else. As a result, they favor policies to expand opportunity and redistribute earnings in the workplace, reducing inequality in the market rather than redistributing income after the fact with tax and spending policies. This book resolves the paradox of how Americans can express little enthusiasm for welfare state policies and still yearn for a more equitable society, and forwards a new model of preferences about income inequality rooted in labor market opportunities rather than welfare state policies.
