Making food systems more sustainable is a key priority for all nations, and Sri Lanka is no exception. Food systems deliver optimal performance when the policy and regulatory environment is conducive, institutions are supportive, and a combination of agricultural research investments and an efficient extension system generates the technologies and scientific evidence required for sound policymaking and agenda setting. Further, agricultural research can generate essential findings, technologies and policies for sustainable agricultural development – across disciplines, sectors and stakeholder groups. At the same time, many other smallholders are successfully intensifying and succeeding as farm businesses, often in combination with diversification into off-farm sources of income. This book examines the growing divergence between subsistence and business oriented small farms, and discusses how this divergence has been impacted by population growth, trends in farm size distribution, urbanization, off-farm income diversification, and the globalization of agricultural value chains. It finds that policy makers need to differentiate more sharply between different types of small farms than they did in the past, both in terms of their potential contributions towards achieving national economic growth, poverty alleviation, and food security goals, and the types of assistance they need. The book distinguishes between smallholders that are business oriented, subsistence oriented, and at various stages of transition to the non-farm economy, and discusses strategies appropriate for assisting each type. The book draws on a wealth of recent experience at IFAD and elsewhere to help identify best practice approaches.

The study examines different types of agricultural water development and management. These include smallholder subsistence farming, cultivation of profit-oriented high-value crops, and peri-urban agriculture, as well as successful examples of private sector involvement in various functions or processes, including planning, design, construction, operations and maintenance. The spotlight on ‘water’ does not imply that other factors, such as off farm employment, market development and education, are unimportant.

Distributed ledger technology, such as blockchain, allows making payments and tracing back food products along the chain in order to increase transparency and trust. New business models are springing up to shorten the chain by removing or shifting stages and to make it fairer and greener, stimulated by enabling technologies and changing customer behaviours. Innovations such as these are discussed and illustrated by almost 200 practical examples from 21 countries in the Asia-Pacific region, across various types of firms and commodities. By observing emerging trends and providing concrete examples, the book discusses the nature of these innovations, how they are affecting food systems and value chains, positively or negatively, and how to deal with trade-offs. It concludes with a reflection on the impacts of these innovations, the policy solutions identified, and lessons learned to future-proof the region’s food systems, particularly in the wake of the COVID-19 pandemic.

Robust economic growth in large parts of the region has created better jobs -- those that pay higher wages for wage workers and reduce poverty for the self-employed, the largest segment of the region s employed. Going forward, South Asia faces the enormous challenge of absorbing 1 to 1.2 million entrants to the labor force every month for the next two decades at rising levels of productivity. This calls for an agenda that cuts across sectors and includes improving the reliability of electricity supply for firms in both urban and rural settings, dealing decisively with issues of governance and corruption, making access to land easier for urban informal firms and strengthening transport links between rural firms and their markets. It requires improving nutrition in early childhood to avoid cognitive impairment, intensifying the focus on quality of learning in education systems, equipping workers with the skills that employers demand, and reorienting labor market regulations and programs to protect workers rather than jobs. The continuance of high economic growth to help improve job quality is not assured. But the region s demography can provide a favorable tailwind. The growth of workers exceeds that of dependents in much of the region. The resources saved from having fewer dependents can be shifted to high-priority investments in physical and human capital accumulation necessary to create productive jobs in countries with an enabling policy framework. But the demographic window of opportunity is open for only the next three decades, a fact which lends urgency to the reform agenda. This book will be of interest to policy makers, their advisers, researchers and students of economics who seek solutions, not only to the challenge of creating more and better jobs in South Asia but globally as well.
