Book Do you consider that emissions trading provides a viable means of achieving reductions in greenhouse gases

Download or read book Do you consider that emissions trading provides a viable means of achieving reductions in greenhouse gases written by Veronika Minkova and published by GRIN Verlag. This book was released on 2011-09-28 with total page 14 pages. Available in PDF, EPUB and Kindle. Book excerpt: Essay from the year 2011 in the subject Law - European and International Law, Intellectual Properties, grade: 1,7, University of Reading, language: English, abstract: Directive 2003/87/EC established a scheme for greenhouse gas (GHG) emission allowance trading within the Community which is in compliance with the overall commitment entered into by the European Community and its Member States under the Kyoto Protocol. It aims at reducing total emissions of GHG by at least 5% of the level of emissions in 1990, during the period 2008-12. The EU Emissions Trading Scheme (EU ETS) is based on the recognition that creating a price for carbon emissions is the most cost-effective way to achieve the deep reductions in global GHG emissions that are needed to prevent climate change from reaching dangerous levels. The first section of the present essay outlines the problem of climate change and how the international legal framework addresses it. In the second section, the cap-and-trade system is discussed as a flexible mechanism for climate protection. The next section identifies three theoretic models of the ETS: Economic Efficiency, Private Property Rights and Command-and-Control models. The fifth section outlines the EU ETS and discusses its main components. Finally, in the last section a critical analysis of the EU ETS is presented in terms of three main criticisms: target achievement, perverse incentives and economization of an ecological problem.

Book Managing Agricultural Greenhouse Gases

Download or read book Managing Agricultural Greenhouse Gases written by Mark Liebig and published by Academic Press. This book was released on 2012-10-16 with total page 602 pages. Available in PDF, EPUB and Kindle. Book excerpt: Global climate change is a natural process that currently appears to be strongly influenced by human activities, which increase atmospheric concentrations of greenhouse gases (GHG). Agriculture contributes about 20% of the world's global radiation forcing from carbon dioxide, methane and nitrous oxide, and produces 50% of the methane and 70% of the nitrous oxide of the human-induced emission. Managing Agricultural Greenhouse Gases synthesizes the wealth of information generated from the GRACEnet (Greenhouse gas Reduction through Agricultural Carbon Enhancement network) effort with contributors from a variety of backgrounds, and reports findings with important international applications. - Frames responses to challenges associated with climate change within the geographical domain of the U.S., while providing a useful model for researchers in the many parts of the world that possess similar ecoregions - Covers not only soil C dynamics but also nitrous oxide and methane flux, filling a void in the existing literature - Educates scientists and technical service providers conducting greenhouse gas research, industry, and regulators in their agricultural research by addressing the issues of GHG emissions and ways to reduce these emissions - Synthesizes the data from top experts in the world into clear recommendations and expectations for improvements in the agricultural management of global warming potential as an aggregate of GHG emissions

Book Global Carbon Pricing

Download or read book Global Carbon Pricing written by Peter Cramton and published by MIT Press. This book was released on 2017-06-16 with total page 270 pages. Available in PDF, EPUB and Kindle. Book excerpt: Why the traditional “pledge and review” climate agreements have failed, and how carbon pricing, based on trust and reciprocity, could succeed. After twenty-five years of failure, climate negotiations continue to use a “pledge and review” approach: countries pledge (almost anything), subject to (unenforced) review. This approach ignores everything we know about human cooperation. In this book, leading economists describe an alternate model for climate agreements, drawing on the work of the late Nobel laureate Elinor Ostrom and others. They show that a “common commitment” scheme is more effective than an “individual commitment” scheme; the latter depends on altruism while the former involves reciprocity (“we will if you will”). The contributors propose that global carbon pricing is the best candidate for a reciprocal common commitment in climate negotiations. Each country would commit to placing charges on carbon emissions sufficient to match an agreed global price formula. The contributors show that carbon pricing would facilitate negotiations and enforcement, improve efficiency and flexibility, and make other climate policies more effective. Additionally, they analyze the failings of the 2015 Paris climate conference. Contributors Richard N. Book An Introduction to California s Greenhouse Gas Emission Trading Program

Download or read book An Introduction to California s Greenhouse Gas Emission Trading Program written by Tseming Yang and published by . This book was released on 2013 with total page 7 pages. Available in PDF, EPUB and Kindle. Book excerpt: Even though climate change will require a global solution, the efforts of individual nations and sub-national governmental units have become increasingly important for demonstrating leadership in creating effective regulatory programs and possible solutions. California's Global Warming Solutions Act of 2006, also referred to as A.B. 32, and the associated greenhouse gas emission trading program are one set of such efforts. With A.B. 32, the state of California has created one of the most comprehensive and complex climate change programs in the world - a legally binding set of mandates for the state government to reduce greenhouse gas (GHG) emissions to 1990 levels by the year 2020 that is implemented in part by a highly sophisticated GHG trading system. Although a number of years have already passed since A.B. 32's first enactment, the highest-profile regulatory action, the emission trading program, also referred to as a cap-and-trade system, became effective only recently. This short essay is designed to provide an introduction to the basic aspects of the California Global Warming Solutions Act as well as the GHG Emission Trading Program. In particular, the essay will touch on the scope of the emission trading program's carbon cap and what sources are covered, the cap decline by 2020, carbon allowances and offset-credits as well as related allowance banking issues, reporting and compliance processes, and linkage with other emission trading systems.

Book Climate Trading

Download or read book Climate Trading written by D. Stowell and published by Springer. This book was released on 2004-11-29 with total page 262 pages. Available in PDF, EPUB and Kindle. Book excerpt: Climate Trading provides a comprehensive overview of the emerging greenhouse gas emissions trading markets. The book covers events in the UN climate negotiations and the development of the international emissions trading system under the Kyoto Protocol. The key focus of the book is the emerging domestic and international emissions trading schemes, project based trading programmes, and the developing greenhouse gas markets. As governments implement regulations to meet domestic and international greenhouse gas emission reduction targets, it is crucial for capital market practitioners and industry to understand risks and opportunities posed by these regulations. The book offers the reader insight into the climate change problem, the concept of emissions trading, design of emerging trading schemes and the practical functioning of the greenhouse gas markets.

Book Emissions Trading for Climate Policy

Download or read book Emissions Trading for Climate Policy written by Bernd Hansjürgens and published by Cambridge University Press. This book was released on 2005-07-28 with total page 261 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 1997 Kyoto Conference introduced emissions trading as a policy instrument for climate protection. Bringing together scholars in the fields of economics, political science and law, this book, which was originally published in 2005, provides a description, analysis and evaluation of different aspects of emissions trading as an instrument to control greenhouse gases. The authors analyse theoretical aspects of regulatory instruments for climate policy, provide an overview of US experience with market-based instruments, draw lessons from trading schemes for the control of greenhouse gases, and discuss options for emissions trading in climate policy. They also highlight the background of climate policy and instrument choice in the US and Europe and the foundation of systems in Europe, particularly the EU's directive for a CO2 emissions trading system.

Book Reclaiming the Atmospheric Commons

Download or read book Reclaiming the Atmospheric Commons written by Leigh Raymond and published by MIT Press. This book was released on 2016-09-16 with total page 253 pages. Available in PDF, EPUB and Kindle. Book excerpt: How the Regional Greenhouse Gas Initiative created a new paradigm in climate policy by requiring polluters to pay for their emissions for the first time. In 2008, a group of states in the northeast United States launched an emissions trading program, the Regional Greenhouse Gas Initiative (RGGI). With RGGI, these states—Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, and Vermont—achieved what had been considered politically impossible: they forced polluters to pay the public for their emissions. The states accomplished this by conducting auctions of emissions “allowances”; by 2014, they had raised more than $2.2 billion in revenues. In this first in-depth examination of RGGI, Leigh Raymond describes this revolutionary and influential policy model and explains the practical and theoretical implications for climate policy. Other cap-and-trade schemes had been criticized for providing private profits rather than public benefits, allowing private firms to make money by buying and selling valuable “rights to pollute.” RGGI, by contrast, directed virtually all emissions auction revenues to programs benefiting the public at large. By reframing the issue in terms of public benefits, environmental advocates emphasized the public ownership of the atmospheric commons and private corporations' responsibility to pay for their use of it. Raymond argues that this kind of “normative reframing” is significant not only for environmental policy making but also for theories of the policy process, helping to explain and predict sudden policy change.

Book Managing Allowance Prices in a Cap and trade Program

Download or read book Managing Allowance Prices in a Cap and trade Program written by Terry Dinan and published by . This book was released on 2010 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: Scientists generally conclude that rising concentrations of greenhouse gases are warming the Earth's climate. Concern about the damage that might result has led policymakers and analysts to consider policies designed to restrict emissions of those gases. One type of policy, a cap-and-trade program, could minimize the cost of achieving a limit, or cap, on emissions by allowing market forces to determine where, how, and to some extent when the cuts in emissions necessary to achieve the cap would be made. This Congressional Budget Office (CBO) study--prepared at the request of the Chairman of the Senate Committee on Energy and Natural Resources--examines the potential effects of features that would help manage allowance prices, and thus the cost of complying with a cap-and-trade program, by altering the number of allowances available to firms at various prices--Preface.

Book Climate Change and European Emissions Trading

Download or read book Climate Change and European Emissions Trading written by Michael G. Faure and published by Edward Elgar Publishing. This book was released on 2008 with total page 425 pages. Available in PDF, EPUB and Kindle. Book excerpt: A collection of twelve superbly written contributions by leading researchers and scientists on greenhouse gas emissions trading by members of the European Union, as well as alternatives and new developments in this specialized area of global warming and reduction related commercial exchange. . . a seminal and strongly recommended work of particular relevance and value for both academic and governmental reference library collections on international environmental studies. Midwest Book Review This timely book focuses on the EU-wide greenhouse gas emissions trading scheme for major sources. It combines legal and economic approaches and reviews the major revision of this scheme. A distinguished range of authors assess the experiences thus far and also consider future development from both theoretical and practical perspectives. They also discuss many design options, including auctioning, credit and trade, the inclusion of aviation emissions, and linking possibilities. Moreover, attention is paid to the role of legal principles, the role of case law, and to aspects of democratic accountability within an emissions trading scheme. Ways to avoid carbon leakage and the role of national climate policies are also discussed. This book makes clear that the economic efficiency and effectiveness of an emissions trading scheme depend to a large extent on the specific legislative choices, and hence the legislative design of such a scheme deserves meticulous attention. Discussing legal and economic aspects of emissions trading, this book offers new insights to academics and policy makers both in the public and private sector. Those insights are not only relevant for understanding the past, but moreover for guiding the future design of emissions trading for greenhouse gases.
