They are already generating the extreme weather conditions, including powerful hurricanes and floods which have recently affected the Western Balkans. Having this in mind, this book is created with the intention not only to point out to the extent to which the Western Balkan countries have accepted the concept of green growth, but also to see what results are achieved in respect of implementation of this concept with the goal of overcoming the economic and financial crisis and creating the conditions for sustainable growth of this Region. Besides this, the intention was to emphasise the political, economic and legal limitations that are blocking faster development of green economy, as well as the possibilities of their overcoming, This monograph has a very broad topic range, with the goal of comprising the most important aspects and considerations of these issues. As the end result of theoretical and research considerations of the author, in approximately twenty chapters, one gets a clear insight in how the Region has progressed in respect of making the most important sectors green.

The Western Balkans consists of Montenegro, North Macedonia, Albania, Serbia, Bosnia and Herzegovina and Kosovo. All of them, as well as Turkey, have a perspective to accede to the European Union and hence are also called 'enlargement countries'. In 2021, The European Union developed with the Western Balkans a forward-looking Agenda on Innovation, Research, Education, Culture, Youth and Sport. One of the key elements of the thematic agenda is "promoting the implementation of the EU Green Deal in the Western Balkans". With data up to and including the year 2021, this publication contains indicators from various domains such as organic farming, generation of waste, renewable energy, energy production and consumption, greenhouse gas emissions and number of cars per person.

Book excerpt: This study provides Members of the European Parliament and other interested stakeholders with an independent evaluation of the likely economic, social and environmental impacts from the 10 Flagship projects of the Economic and Investment Plan for the Western Balkans (EIP), adopted by the European Commission on 6 October 2020. On the basis of a tailor-made methodology, the EIP projects' impact is assessed according to their relevance, effectiveness and efficiency, as well as their synergies and coherence with the wider aims of the EIP and EU enlargement policy. The study identifies the novel aspects of these Flagship projects and considers lessons learned from previous EU and international assistance. Finally, the study evaluates the projects' overall economic, social and environmental impacts as well as their transversal implications in the Western Balkans. In the concluding section, potential obstacles to successful implementation are identified and some recommendations are proposed on ways to improve the EIP's developmental impact, thereby ensuring effective strategic guidance and scrutiny by the European Parliament.

Their rural sectors have lagged behind the rest of the economy in growth and poverty reduction, their agri-food sectors are undercapitalized and highly fragmented, and their agro-processing capacities limited. Agricultural trade deficits are widening, climate change is posing increasing risks to farm incomes, and low-cost imports and changing consumer preferences are further eroding competitiveness. Added to this scenario are the challenges and opportunities of adopting the EU 'acquis communautaire' relating to agriculture. Based on recent World Bank reports prepared in collaboration with the Food and Agriculture Organization of the United Nations and the European Commission Directorate General for Agriculture and Rural Development, 'The Changing Face of Rural Space: Agriculture and Rural Development in the Western Balkans' identifies what is constraining agricultural competitiveness in these countries, examines public expenditures in agriculture, and diagnoses key challenges for agricultural policy makers. Book excerpt: Although global economic activity is recovering and output in Europe and Central Asia (ECA) is expected to grow in 2021, containing COVID-19 remains a challenge in the region. Enterprise survey data for the emerging and developing countries in the region show that COVID-19 had a profound and heterogeneous impact on firms. Smaller, younger, and female-run businesses were hit harder and had greater difficulty recovering. But the crisis also played a cleansing role and economic activity in ECA appears to have been reallocated toward more productive firms during the crisis, particularly in countries with more competitive markets. Firms with high pre-crisis labor productivity experienced significantly smaller drops in sales and employment than firms with low pre-crisis labor productivity and were also more likely to adapt to the crisis by increasing online activity and remote work. Many governments in ECA implemented broad policy support schemes to address the initial economic fallout from the crisis. Overall, this government support was more likely to go to less productive and larger firms, regardless of the level of their pre-crisis innovation. As economies enter the economic recovery phase, it will be important for policy makers in all countries to phase out broad policy support measures as soon as appropriate and focus on fostering a competitive business environment, which is key to a strong recovery, resilience to future crises, and sustainable, long-term economic growth.

Book excerpt: The Western Balkan countries have some of the lowest female labor force participation and employment rates across Europe. Almost two-thirds of working age women in the region are either inactive or unemployed: a huge bite into human capital for a region that endures high emigration and faces declining working age population. The paper uses both macro- and micro-level data to explore what explains low participation and employment rates among women in the region. Our findings show that improving educational attainment, having a more balanced family leave policy, and reducing tax wedge help improve participation of women in the labor force. However, these measures are not enough to notably improve employability of women, which require stronger growth supported by robust institutions.

However, the Western Balkan (WB) region, consisting of small emerging market economies, has not fully availed itself of this driver of growth and convergence. A lack of openness, reliance on low value products, and weak competitiveness largely explain the insignificant role of trade and exports in the region’s economic performance. This paper focuses on how the countries in the WB could lift exports through stronger integration with global value chains (GVCs) and broadening of services exports. The experience of countries that joined the European Union in or after 2004 shows that participation in GVCs can help small economies accelerate export and income growth. WB countries are not well integrated into Europe’s vibrant GVCs. Trade within the region is also limited—it tends to be bilateral and not cluster-like. Our analysis shows that by improving infrastructure and labor skills and adopting trade policies that ensure investor protection and harmonize regulations and legal provisions, the region can greatly enhance its engagement with GVCs. Services exports are an increasingly important part of global trade, and they offer an untapped source of growth. The magnitude of services exports from the WB region compares favorably with that of peers in Europe, particularly in travel services where several of these countries have a revealed comparative advantage. But there is significant room for growth in tourism exports and an untapped potential in business and information technology services exports that these countries can materialize through policy efforts that increase openness and enhance connectivity and labor skills. Serbia offers a good example of how decisive efforts, including education policies to ensure a sustained supply of skilled labor, can help information technology services exports to take off.

Indiscriminate killing creates fear; targeted violence produces anger and a desire for vengeance; political status reversals spawn resentment; cultural prejudices sustain ethnic contempt. These emotions can become resources for political entrepreneurs. A broad range of Western interventions are based on a view of human nature as narrowly rational. Correspondingly, intervention policy generally aims to alter material incentives ('sticks and carrots') to influence behavior. In response, poorer and weaker actors who wish to block or change this Western implemented 'game' use emotions as resources. This book examines the strategic use of emotion in the conflicts and interventions occurring in the Western Balkans over a twenty-year period. The book concentrates on the conflicts among Albanian and Slavic populations (Kosovo, Montenegro, Macedonia, South Serbia), along with some comparisons to Bosnia.
