Book excerpt: The importance of the quota should not be underestimated, as the increase in producer-income derived from the preferential access treatment can facilitate the profitable production of grapes far beyond the limit imposed by the free water quota, thereby stimulating production growth. [...] At the heart of the discussion is the phasing-out of the water subsidy, preferential treatment under the Lomé agreement and the EU - SA Free Trade Agreement (FTA), and the effect these three issues will have on development. [...] The influence of the supply of table grapes from the EU is ignored in the paper because Southern and Northern Hemisphere grape production is complementary, with local production being from the Southern Hemisphere and European production from the Northern Hemisphere. [...] Because the water quotas are determined by the water needs of the operation and the most efficient need thereof, exceeding the water quota leads to an increase in the running costs of the water pumps, while achieving the same yield. [...] The majority of the recent growth in the grape industry occurred in the Aussenkehr district.
