The countries discussed are Bangladesh, Benin, Botswana, Egypt, Germany, Malaysia, Pakistan, People's Democratic Republic of Yemen, Philippines, Poland, Sri Lanka, Sudan, Tanzania, the former Union of Soviet Socialist Republics, Zambia, the State of West Bengal (India), Mali, Nepal, France, Indonesia and Peru. It is a unique collection of information, analyses and results which provide the basis for methodological lessons. The synthesis of the case studies has particular relevance as the unemployment or underemployment of higher-education graduates has become a universal issue, challenging all countries whether ‘developing’ or ‘developed’ and irrespective of their political ideology. Now, just as at the time of original publication, the effects of economic stagnation on the one hand, and an unchecked expansion of higher education on the other, are at the centre of the problem. The materials collected in the course of these studies provide a comprehensive data base which allows for some broad conclusions that are generally applicable to the higher-education planning process. The book identifies the determinants of demand for higher education and analyses the transition from higher education to work, as well as the actual mechanisms of the employment system during the latter part of the 20th Century.

This issue is most controversially debated in economically advanced countries since about four decades when higher education in economically advanced countries began to serve larger ranges of the occupational pyramid than merely the intellectually and professionally chosen few. The author of this volume analyzes a broad range of issues over four decades of his academic career. Employers’ and graduate surveys, secondary analyses of education and employment statistics as well as analyses of policy and academic debates form the basis of the key argument: Neither trust in expectations formulated by employers or in income and status as measures of successful study nor isolated claims for the pursuit of academic knowledge for its own sake and for the critical functions of higher education are a suitable reference frame for understanding the dynamic links between higher education and the world of work. A “match” between the number of graduates and the corresponding positions or between the competences acquired during study and job requirements cannot be expected. Students are more ambitious and strive for a broader range of goals than they can expect to be rewarded. Graduates have to be both highly qualified experts and sceptics as far as conventional wisdom is concerned, and they have to be prepared for indeterminate tasks. Key themes of this collection of essays are: the causes and consequences of an imperfect “match” between higher education and employment; the tensions between “employment” and “work” orientation in higher education; opportunities of a “highly educated society”; the dynamics of the variety of students, the patterns of the higher education system and the horizontal and vertical diversity of careers; different notions of higher education and the world of work among economically advanced countries; major controversial notions of professional relevance of study in policy and research debates.

The authors highlight competition for prestige and public and private subsidies, exploring the consequences of these processes through theoretical and empirical analyses. Accordingly, the work highlights topics that will be of interest to a wide range of audiences. Concepts addressed include stratification, privatization of formerly public subsidies, preference for “high tech” academic fields, and the vocationalization of the curriculum (i.e., Science, Technology, Engineering and Mathematics: [STEM] fields, selected professions, and business) rather than the liberal arts or the Humboldtian vision of the university. Across national contexts and analytic methods, authors analyze the growth of national policies that see universities as a sub set of economic development, casting universities as corporate research laboratories and education as central to job creation. Throughout the volume, the authors make the case that national and regional approaches to politics and markets result in different experiences of consequences of academic capitalism. While these shifts serve the interests of some institutions, others find themselves struggling to meet ever-greater expectations with stagnant or shrinking resource bases.
