Book excerpt: This report from the Education Committee looks at the administration of examinations for 15-19 year olds in England. The Committee expresses serious concerns about incentives in the exam system and about competition on syllabus content. Incentives in the system should be changed so the downward pressure through the competition of exam boards is mitigated. The Committee considers a number of options to change incentives, including: (i) A single board. This offers a simpler system, with no risk of competition, but the Committee believes the cost, risk and disruption outweigh the benefits; (ii) Franchising of subjects to exam boards. This removes syllabus competition, but again has downsides; (3) Or the current system of multiple boards. The Committee sees no benefit in competition on syllabus content, but the setting and marking of exams and associated administration, if properly regulated, could generate incentives and drive quality up, offering value for money to schools and colleges.The Committee also recommends the development of national syllabuses, accredited by Ofqual. The syllabuses would be developed by exam boards in conjunction with learned bodies and employer organisations and could therefore retain the benefits of competition on quality and the incentive for exam boards to innovate.

Academy sponsorship has encouraged and facilitated the contribution of individuals not previously involved in education provision and laid down a challenge to maintained schools to improve or face replacement by the insurgent academy model. The development of outstanding Multi Academy Trusts like Ark and Harris offers an alternative system to the one overseen by local authorities while the unified Ofsted inspection regime and published performance data generally allows fair judgment of comparative performance. There is a complex relationship between attainment, autonomy, collaboration and accountability. Current evidence does not allow the Committee to draw conclusions on whether academies in themselves are a positive force for change. This is partly a matter of timing but more information is needed on the performance of individual academy chains. Most academy freedoms are in fact available to all schools and Committee recommends that curriculum freedoms are also extended to maintained schools.

Book excerpt: This report welcomes the overall direction of the Government's proposed legislation to reform provision for children with special educational needs (SEN), but warns that the NHS Constitution cannot be allowed to prevent the imposition of much stronger duties on commissioning boards to ensure that adequate, joined-up services are put in place. Draft legislation relies too heavily in its current form on the duty of joint commissioning between Health and local authorities to ensure co-operation throughout the system. It will be essential that the forthcoming regulations commit Health providers to specific timetables when conducting SEN assessments and that responsibilities for Health and local authorities in providing certain therapy services are substantially clarified. The Committee also calls for all current protections afforded by a Statement of SEN to be maintained and recommends that the Code of Practice should also remain a statutory document. The Committee notes how the 'pathfinder projects' set up to test the approaches described in the 2011 Green Paper on SEN have not had time to report back in order to advise on the development of the legislation. MPs welcome the Minister's decision to extend the Pathfinders for a further 18 months, but point to several aspects of the new legislation where learning from the Pathfinders will be particularly important, not least how to ensure the 'Local Offer' put in place is sufficient to ensure the needs of young people with SEN, as identified in an Education Health and Care Plan, can be met.

Book excerpt: In a report that recognises the recent positive developments in the child protection system in England, the Education Committee calls for changes to ensure that all children are treated as children and that their interests are put first. The report examines three key themes: neglect, older children and thresholds for intervention, taking children into care and adoption. On neglect, the Committee found evidence that children are left too long in harmful situations. On older children, an urgent review is needed of the support offered to this group in order that services can be re-shaped to meet their needs. On thresholds, the Committee makes a number of recommendations to ensure that the referrals process makes better use of intelligence from teachers and doctors and to improve co-ordination between agencies, including multi-agency training and greater clarity in guidance over data-sharing. The report finds that the balance of evidence is heavily in favour of care being considered as a viable, positive option at an earlier stage for many children. While welcoming the Government's proposed reforms to the adoption process, the Committee recognises that permanence and stability can be achieved by other means and that these options should also be encouraged. The Committee calls on the Government to monitor the impact of the economic situation and cuts in services on child-safeguarding.

It wants schools to look not to local authorities for expertise but to each other. We have no problem with that vision and think the wide range of models and structures already in place is a strength and proof of vitality. We support moves to give schools more freedom to innovate but we argue that the creation of a self-improving system needs a degree of coordination and strong incentives to encourage schools to look beyond their own school gate. Otherwise there is a danger that many schools will operate in isolation rather than in cooperation. Academy chains are generally performing well but raise particular questions and need specific solutions. We recommend that it should be made clear how academies can leave chains either with or without mutual consent. We also call for the Department for Education to monitor more effectively the extent to which convertor academies meet the expectation that they should support other schools. The report calls for, amongst other recommendations, that: Ofsted to be given the powers to inspect academy chains and for Government to formalise procedures for schools to leave academy chains by mutual consent, and to set out how an outstanding school can leave a chain against the wishes of the chain management

Book excerpt: The Committee for Children, Schools and Families recommends major changes to the nature and management of the national curriculum. In its current form the national curriculum essentially accounts for all the available teaching time, and the Committee would like to see a cap placed so that less than half that time is prescribed centrally. A slimmed-down national curriculum designed much more from the learner's perspective, setting out the learning that they have a right to access, is recommended. Parents should be provided with a copy of the national curriculum so that they can take on a greater role in overseeing the curriculum that their child experiences. The Committee is not convinced by the proposed Programmes of Study for the primary curriculum put forward in the interim report of the Rose Review (available at http://publications.teachernet.gov.uk), which seem unnecessarily complex, takes a similar view on the new secondary curriculum and is concerned at some of the Early Learning Goals specified in the Early Years Foundation Stage (there should be more emphasis at this stage on developing speaking, listening and social skills). All schools should have the freedoms in curriculum matters enjoyed by Academies, and should not be pressured to follow the non-statutory National Strategies guidance. The report also stresses the importance of empowering professional teachers rather than the current approach of prescription and direction. The coherence and continuity in the curriculum is another concern, with a history of piecemeal creation and amendment to frameworks from 0 to 19. The Committee recommends an independent curriculum authority be established to review and then keep the curriculum refreshed.
