Book excerpt: The Independent Inquiry into Child Sexual Abuse was established in 2015 in Great Britain in response to concerns that some organisations have failed and have continued to fail to protect children from sexual abuse. It will investigate the extent to which State and non-State institutions have failed in their duty of care to protect children from sexual abuse and exploitation, whether failings have since been addressed, and identify what more needs to be done. This interim report sets out the key emerging themes from the Inquiry's work to date and presents recommendations for specific changes which will better protect children from sexual abuse. Work to date has been undertaken into child migration programmes to such countries as Australia, the English Benedictine Congregation, the Anglican Diocese of Chichester, and the Cambridge House, Knowl View and Rochdale residential institutions.

Book excerpt: Child Protection in the Church investigates whether, amidst publicised promises of change from church institutions and the introduction of “safe church” policies and procedures, reform is actually occurring within Christian churches towards safeguarding, using a case study of the Anglican Diocese of Tasmania, Australia. Through the use of interviews and document analysis, the book provides an insight into the attitudes and practices of “ordinary clergypersons” towards child sexual abuse and safeguarding to understand how safe ministry is understood and executed in everyday life in the Church, and to what extent it aligns with policy requirements and criminological best practice. It adopts organisational culture theory, the perspective used to explain how clerical culture enabled and concealed child sexual abuse in the Church to the present, in order to understand how clerical attitudes (cognition) and practice (conduct) today is being shaped by some of the same negative cultures. Underlying these cultures is misunderstandings of abuse causation, which are shown here to negatively shape clerical practice and, at times, compromise policy and procedural requirements. Book excerpt: This book critically examines socio-political constructions of risk related to sexual offending behaviour by and among children and young people and charts the rise of harmful sexual or exploitative behaviour among peers, drawing on a range of theoretical frameworks and primary research. Discussion of these behaviours is exhibited against a backdrop of the premature cultural sexualisation of contemporary childhood, which challenges traditional conceptions of childhood, victimhood and gendered sexual identities more broadly. It examines the complexities of peer-based sexual behaviours in a range of settings, including within organisational contexts such as schools and care homes, within families and peer-based relationships, as well as online contexts including sexting and cyberbullying. It draws out the myriad legal, practical and policy challenges of negotiating the boundaries between normal/experimental, risky/problematic and harmful sexual behaviour, and in particular the demarcation between coercion and consent, both for professionals as well as children and young people themselves.
