Book excerpt: Volume II of The Official History of Criminal Justice in England and Wales traces, for the first time, the genesis and early evolution of two principal institutions in the criminal justice system, the Crown Court and the Crown Prosecution Service. This volume examines the origins and shaping of two critical institutions: the Crown Court, which rose from the ashes of the Courts of Assize and Quarter Sessions; and the Crown Prosecution Service which replaced a rather haphazard system of police prosecuting solicitors. The 1971 Courts Act and the 1985 Prosecution of Offences Act were to reconfigure the architecture of criminal justice, transforming the procedures by which people were charged, prosecuted and, in the weightier cases demanding a judge and jury, tried in the criminal courts of England and Wales. One stemmed from a crisis in a medieval system of travelling justices that tried people in the wrong places and for inadequate lengths of time. The other was precipitated by a scandal in which three men were wrongly convicted for the murder of a bisexual prostitute. Theirs is an as yet untold history that can be explored in depth because it is recent enough, in the words of Harold Wilson, to have been ‘written while the official records could still be supplemented by reference to the personal recollections of the public men who were involved’. This book will be of much interest to students of criminology and British history, politics and law.

It contributes to existing knowledge in three respects. Empirically, it examines the nature of employment relations in the ethnic Chinese restaurant sector in the UK context, a hitherto under-explored area. The study adds new knowledge to the study of employment relations in ethnic minority small firms. Theoretically, it draws out the concept of ‘ethnic twist’, which denotes how the conflict between different group members from the same ethnicity shapes patterns of shop floor behaviours, revealing the heterogeneity of people from the same ethnic origins. Methodologically, the research demonstrates the continued importance of the ethnographic approach in studying workplace relations. Additionally, we see lots of literature discussing overseas Chinese businesses in terms of cultural resources, business development, level of integration and structural constraints. Surprisingly little is published on interpretations of small firm workplace relations. This book might illuminate future studies to explore management practices and employment relationships in ethnic Chinese small businesses in different national environments and industry sectors. It will be of interest to researchers, academics and students in the fields of employment relations, human resource management and organisational behavior.

In arguing that British intelligence has always had a European dimension, it provides a distinct perspective to the study of intelligence cooperation and the role of British intelligence therein. Mobilizing a ‘field theory’ approach, the book provides an original contribution to the understanding of intelligence cooperation by investigating everyday bureaucratic practices of ‘ground-level’ security professionals and police forces, embedded in a European ‘field’ structured around the exchange of anti-terror intelligence. It also accounts for the drivers behind cooperation by using ‘field analysis,’ which explains the trajectory and positioning of actors according to their ‘capitals’ rather than necessities dictated by threats or state decisions. Book excerpt: The Scottish Affairs Committee has published a report calling for reform to visa rules for non-EU students studying in Scotland who wish to remain in the UK to work after their studies. In their report the Committee have found that current rules for students studying here to remain in Scotland are too restrictive and are preventing businesses from finding skilled workers. Scotland faces different demographic challenges to the rest of the UK, with a much lower birth rate and significant skills gaps in the workforce. Sectors, such as health, energy and finance face particular problems in recruiting skilled graduate workers. The Committee found that the closure of the Tier 1 (Post-Study Work) visa in 2012, has harmed Scotland by making Scotland less competitive in the global education market, with other nations able to offer prospective students greater employment opportunities after graduation. Closing this visa has also prevented Scotland from making use of a pool of skilled workers, educated in Scotland, who could help mitigate Scotland's demographic challenges. Since the Post-Study Work visa was closed in 2012 the number of non-EU students remaining in the UK after graduating has fallen by 80%.
