Book excerpt: For too long Belgium remained an unexplored terrain by comparative political scientists. Belgium's politics were best known through the writings of Arend Lijphart, who considered it a model case of consociationalism. Over the past ten to fifteen years, the analysis of consociationalism has been complemented by a more detailed coverage of Belgium's spectacular transformation process from a unitary into a federal state, moving rapidly now to disintegration. Likewise, several peculiar aspects of Belgian politics, such as the record fragmentation of its party system, have been covered in edited volumes or international journals. However, given the complexity of the Belgian configuration of political institutions and actors, any inclusion of particular aspects of the Belgian case in comparative work calls for an in depth and integrated understanding of the broader political system. This is the first book which provides such an analysis. It brings together a team of 19 political scientists and sociologists who aim to explain the dynamics and incentives of institutional change and seek to analyze the intricate interplay between the main institutional components of the Belgian body politic. The sociological, political and institutional determinants and the consequences of the "federalisation" process of Belgium is the central theme that links each of the individual chapters. This book will be essential reading for students who want to understand the politics of Belgium and for anyone with a strong interest in West European Politics, comparative politics and comparative federalism. The Belgian state took a special interest in this vanguard phenomenon of ‘industrial design’ as a vital political and economic strategic tool in the context of the Cold War and the creation of the European community. This book describes the unique position that design occupied in the political context of postwar Belgium as it analyses the public promotion of design between 1950 and 1986. It traces this process, from the first government-backed manifestations and institutions in the 1950s through the 1960s and 1970s, until design lost its privileged position as a state-backed institution, a process which culminated in the closure of the Brussels Design Centre in 1986, in the midst of the Belgian federalisation process. A key figure in this history is the policymaker Josine des Cressonnières, who played a leading role in the national and international design community and succeeded in connecting very different political worlds through the medium of design.

The World Wars put Belgium in the middle of the fighting twice over; especially after 1945, the country played a prominent international role, first in the foundation of the Atlantic alliance and the European construction, and later in the decolonisation of the Congo. In the meantime, Belgium has developed into one of the countries experiencing the full force of globalisation, and, thanks to Brussels, into one of the preeminent international political centres. Belgium is also a model of pacification democracy. Throughout many conflicts during the 19th and 20th centuries, an enduring compromise grew between Catholics and freethinkers, making Belgium one of the most pluralistic countries in Europe today. The fierce conflict between workers and employers, in its turn, led to a well-functioning model of a consultation and welfare state. Two cultures live together in Belgium. Up until the second half of the past century, the Flemish majority was at an economic, political and cultural disadvantage; during the process of catching up, coinciding with the demise of the Walloon economy, a complex federal model developed, in which cosmopolitan Brussels takes a very special position. This book aims to offer a historical perspective in interpreting the current tensions in Belgian politics based on scientific literature. Book excerpt: Centripetal democracy is the idea that legitimate democratic institutions set in motion forms of citizen practice and representative behaviour that serve as powerful drivers of political identity formation. Partisan modes of political representation in the context of multifaceted electoral and direct democratic voting opportunities are emphasised on this model. There is, however, a strain of thought predominant in political theory that doubts the democratic capacities of political systems constituted by multiple public spheres. This view is referred to as the lingua franca thesis on sustainable democratic systems (LFT). Inadequate democratic institutions and acute demands to divide the political system (through devolution or secession), are predicted by this thesis. By combining an original normative democratic theory with a comparative analysis of how Belgium and Switzerland have variously managed to sustain themselves as multilingual democracies, this book identifies the main institutional features of a democratically legitimate European Union and the conditions required to bring it about. Part One presents a novel theory of democratic legitimacy and political identity formation on which subsequent analyses are based. Part Two defines the EU as a demoi-cracy and provides a thorough democratic assessment of this political system. Part Three explains why Belgium has largely succumbed to the centrifugal logic predicted by the LFT, while Switzerland apparently defies this logic. Part Four presents a model of centripetal democracy for the EU, one that would greatly reduce its democratic deficit and ensure that this political system does not succumb to the centrifugal forces expected by the LFT.

Book excerpt: Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.

Book excerpt: The liberation of Belgium by Allied troops in September 1944 marked the end of a harsh German Occupation, but also the beginning of a turbulent and decisive period in the history of the country. There would be no easy transition to peace. Instead, the rival political forces of King Leopold III and his supporters, the former government in exile in London, and the Resistance movements which had emerged during the Occupation confronted each other in a bitter struggle for political ascendancy. The subsequent few years were dominated by an almost continual air of political and social crisis as Resistance demonstrations, strikes, and protests for and against the King appeared to threaten civil war and the institutional dissolution of the country. And yet by 1947 a certain stability had been achieved: the Resistance groups had been marginalised, the Communist Party was excluded from government, the King languished in unwilling exile in Switzerland, and, most tangibly, the pre-war political parties and the parliamentary political regime had been restored. In this substantial contribution to the history of the liberation era in Europe, Martin Conway provides the first account, based on substantial new archival material, of this process of political normalisation, which provided the basis for the integration of Belgium into the post-war West European political order. That success, however, came at a cost: the absence of any substantial political reform after the Second World War exacerbated the tensions between the different social classes, linguistic communities, and regions within Belgium, providing the basis for the gradual unravelling of the Belgian nation-state which occurred over the second half of the twentieth century.

Scholars interested in social citizenship have indirectly dealt with the interaction between national identity and social programs such as the British NHS, but they have seldom examined this connection in reference to nationalism. Specialists of nationalism rarely mention social policy, focusing instead on language, culture, ethnicity, and religion. The main objective of this book is to explore the nature of the connection between nationalism and social policy from a comparative and historical perspective. At the theoretical level, this analysis will shed new light on a more general issue: the relationships between identity formation, territorial politics, and social policy. Although this book refers to the experience of many different countries, the main cases are three multinational states, that is, states featuring strong nationalist movements: Canada (Québec), the United Kingdom (Scotland), and Belgium (Flanders). The book looks at the interplay between nationalism and social policy at both the state and sub-state levels through a detailed comparison between these three cases. Book excerpt: Despite the increasing academic interest in populism, we still lack understanding of individual factors contributing to populist voting. One of the main reasons for this is that populism is almost always attached to other ideologies which makes it difficult to isolate factors. This book draws on an innovative research design by comparing the reasons to vote for six populist parties which differ remarkably in terms of their host ideology in Belgium, The Netherlands, and Germany. The results show that populist voters are motivated by their dissatisfaction with the functioning of democracy and a desire for more direct democracy. Furthermore it appears that populist parties do not mobilize among one specific social group although deprived groups are generally more susceptible to populist voting. Finally, this study explored why some populist parties persist while others decline. Origins of party formation and how leaders organize their party internally seem the most important factors determining party persistence. This book will be of great interest to students and scholars of populism, European politics and contemporary political theory.
