Benjamin Franklin The significant apathy that characterized relationships between indus try and universities and the adversarial nature of relationships between industry and government have both faded rapidly in the 1980s as the realities of global competition have surfaced in the United States. Both industry and government leaders articulate a number of constructs for regaining our competitiveness in world markets. One of the more fre quent strategies prescribed in this new competitiveness era is cooperation. Different individuals or groups may espouse different definitions, inter pretations, or areas of emphasis, but the overall importance of this concept is substantial. Although examples of cooperative research have existed for several decades, the number and variety of relationships have expanded rapidly in the 1980s as corporations, universities, and governments have embraced this strategy. Joint ventures involving two or three firms increased from under 200 per year in the 1970s to over 400 per year by the mid-1980s. Multiple-firm cooperative arrangements are a more recent phenomenon, made possible by the National Cooperative Research Act of 1984. By mid- 1988,81 of these industry-level consortia had formed under the provisions of the 1984 Act. The rapid growth in cooperative research and development (R&D) is primarily a response to the pressures of international competition. As a corporate strategy, cooperative R&D meets short-term needs for assets to implement new approaches for coping with intensifying competition.

To assist in the development of this framework, NASA asked the National Research Council to convene a series of workshops on technology policy issues concerning the relationship of the various stakeholders in advancing human and robotic exploration and development of space. The second workshop, which is the summarized in this report, focused on the interrelationship between government, industry, and academia in the development of technology. Examples from Defense Advanced Research Projects Agency, the Department of Defense, and the National Science Foundation were covered in order to discuss best practices of such cooperative efforts as possible lessons for NASA's space exploration activities.

The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. Book excerpt: This book owes its inception and much of its organization to the writer's experience in teaching a course on "Industrial Sociology" for several years at The Pennsylvania State College. In bringing together materials for that course it became evident that modern industry has rarely been viewed as a complex social organization and pattern of relations; and in the few outstanding cases that such a view has been taken the "internal" structure of industry has not been set within the society with which it is in constant interaction. Despite numerous guides and handbooks for selecting employees or conducting industrial relations, as well as numerous texts on the formal structure of industrial management and the history of labor organizations, the functioning of the structure as a whole has received scant attention. It is this latter point of view that is emphasized in the present treatment. It is intended less to supplant than to supplement the various "standard" treatments of industrial organization and industrial relations. The view that prompts this work is that the social aspects of modern industrial organization are of the most practical sort. They are as real, and their effects as crucial, as the engineer's equations and the accountant's ledgers. The presentation has been made as compact as clarity and the range of subject-matter seemed to allow. This has been done in the interests of busy industrial and union executives and informed laymen who may find the book useful, as well as of students who must encompass many specialties and hope for a useful integration. Social scientists may find the book a suggestive summary of scattered materials. An unusually extensive list of references is appended to each chapter, in which as in the text an attempt is made to bridge fields too rarely brought together.
