Book excerpt: The world of development thinkers and practitioners is abuzz with a new lexicon: the idea of "the nexus" between water, food, and energy which is intuitively compelling. It promises better integration of multiple sectoral elements, a better transition to greener economies, and sustainable development. However, there appears to be little agreement on its precise meaning, whether it only complements existing environmental governance approaches or how it can be enhanced in national contexts. One current approach to the nexus treats it as a risk and security matter while another treats it within economic rationality addressing externalities across sector. A third perspective acknowledges it as a fundamentally political process requiring negotiation amongst different actors with distinct perceptions, interests, and practices. This perspective highlights the fact that technical solutions for improving coherence within the nexus may have unintended and negative impacts in other policy areas, such as poverty alleviation and education. The Water–Food–Energy Nexus: Power, Politics and Justice lays out the managerial-technical definitions of the nexus and challenges these conceptions by bringing to the forefront the politics of the nexus, around two key dimensions – a dynamic understanding of water–food–energy systems, and a normative positioning around nexus debates, in particular around social justice. The authors argue that a shift in nexus governance is required towards approaches where limits to control are acknowledged, and more reflexive/plural strategies adopted. Importantly, a nexus-approach presents academics and practitioners with a discursive space in which to shape policy through research, to deepen and improve understandings of the interconnections and impacts of particular types of resource use, and to critically reflect on actions taken in the name of the ‘nexus’.

Against the background of development and security literatures traditionally maintaining separate and compartmentalized presence in both academic and policymaking circles, it maintains that the contemporary security- and development-related challenges are inextricably linked, requiring effective measures with an accurate understanding of the nature of these challenges. In that sense, SDG-16 is surely a good step in the right direction. After comparing and contrasting SSG/R and SDG-16, this SSR Paper argues that human security lies at the heart of the nexus between the 2030 Agenda of the United Nations (UN) and SSG/R. To do so, it first provides a brief overview of the scholarly and policymaking literature on the development-security nexus to set the background for the adoption of The Agenda 2030. Next, it reviews the literature on SSG/R and SDGs, and how each concept evolved over time. It then identifies the puzzle this study seeks to address by comparing and contrasting SSG/R with SDG-16. After making a case that human security lies at the heart of the nexus between the UN’s 2030 Agenda and SSG/R, this book analyses the strengths and weaknesses of human security as a bridge between SSG/R and SDG-16 and makes policy recommendations on how SSG/R, bolstered by human security, may help achieve better results on the SDG-16 targets. It specifically emphasizes the importance of transparency, oversight, and accountability on the one hand, and participative approach and local ownership on the other. It concludes by arguing that a simultaneous emphasis on security and development is sorely needed for addressing the issues under the purview of SDG-16.

As a result of constant innovation and modernisation in the fields of engineering, natural science, management studies and environmental studies there has been a growing awareness of the intrinsic interaction between humankind and the environment. Humankind has become part of the environmental dynamics, to the extent that they are literally able to change ecosystems. Nowhere is the impact more evident than in the anthropogenic engagement with the hydrosphere – from the smallest pool of water to the earth’s atmosphere. Comprehensive infrastructure development in water and sanitation, the growing trend to seek additional resources in the form of groundwater, desalinated seawater, and recycled wastewater, as well as special attention being given to capturing and preserving rainwater, bear evidence of a timely response to climate change, population growth and rapid development in many water-stressed regions of the world. The purpose of the book is to provide a historical overview of the manner in which South Africa’s water resources have been governed from a time when the Union of South Africa was formed, in 1910, up to 2008, a time of a growing global awareness of the potential impact that climate change may have on water resources in a key region of southern Africa, notable for increasing levels of aridity and more erratic rainfall patterns. This focus on the history of water affairs in South Africa makes it possible for scholars to comprehend the contemporary transitions made in the country’s water governance system since the establishment in 2014 of the Department of Water and Sanitation. The focus is on the Water–Energy–Food nexus, a strategy which holistically contemplates the governance and use of water from the perspective of the interconnection between water, energy and food as resources.
