Drawing on ethnographic field research conducted across ten countries at sites that have been awarded with the European Heritage Label, the authors of the book approach heritage as an entangled social, spatial, temporal, discursive, narrative, performative, and embodied process. Recognising that heritage is inherently political and used by diverse actors as a tool for re-imagining communities, identities, and borders, and for generating notions of inclusion and exclusion in Europe, the book also considers the idea of Europe itself as a narrative. Chapters tackle issues such as multilevel governance of heritage; geopolitics of border-crossings and border-making; participation and non-participation; and embodiment and affective experience of heritage. Creating and Governing Cultural Heritage in the European Union advances heritage studies with an interdisciplinary approach that utilises and combines theories and conceptualizations from critical geopolitics, political studies, EU and European studies, cultural policy research, and cultural studies. Shared memorial spaces can act in post conflict areas as sites of reconciliation; nonetheless `the peace' cannot be taken for granted with insecurities, globalization, and nationalisms in the USA and Russia; the UK's Brexit stress and populist movements in Western Europe, Visegrád and Balkan countries. Citizen-fatigue is reflected in socio-political malaise mirrored in France's Yellow Vest movement and elsewhere. Empathy with other peoples' places of memory can assist citizens learn from the past. Memory sites promoted by the EU, Council of Europe and UNESCO may tend to homogenize local memories; nevertheless, they act as vectors in memorialization, stimulating debate and re-evaluating narratives. This textbook combines geographical, inter-cultural and inter-disciplinary approaches and perspectives on spaces of memory by a range of authors from different countries and traditions offers the reader diverse and holistic perspectives on cultural geography, dynamic geopolitics, globalization and citizenship.

Book excerpt: This book analyzes how Second World War heritage is being reframed in the memorial museums of the post-socialist, post-conflict states of Croatia, Bosnia and Herzegovina, and Serbia. It argues that in all three countries, a reluctance to confront undesirable parts of their national histories is the root cause explaining why the state-funded Second World War memorial museums remain stuck in the postsocialist transition. In most cases, Second World War museums, exhibitions, and displays conceived in the Yugoslav period have been left unchanged. However, there are also examples where new sections were added to the old ones and there are a small number of completely reconceptualized permanent exhibitions. The transitional position of the Second World War museums has made it possible to view these institutions as historical formations in their own right. The book will appeal to students and academics working in the fields of heritage and museums studies, memory studies, and cultural history of Southeast-Europe.

The authors describe their approach as ‘ethnography of Europeanization’ and conceptualize the attempts at Europeanization in the European Union’s cultural policy as politics of belonging.
