Fed up with governance dictated by white stakeholders, federal officials, and unelected representatives, local D.C. activists catalyzed a new phase of the fight for home rule. Amid the upheavals of the 1960s, they gave expression to the frustrations of black residents and wrestled for control of their city. Bringing together histories of the carceral and welfare states, as well as the civil rights and Black Power movements, Lauren Pearlman narrates this struggle for self-determination in the nation's capital. She captures the transition from black protest to black political power under the Lyndon Johnson and Richard Nixon administrations and against the backdrop of local battles over the War on Poverty and the War on Crime. Through intense clashes over funds and programming, Washington residents pushed for greater participatory democracy and community control. However, the anticrime apparatus built by the Johnson and Nixon administrations curbed efforts to achieve true home rule. As Pearlman reveals, this conflict laid the foundation for the next fifty years of D.C. governance, connecting issues of civil rights, law and order, and urban renewal.

Capital market openness allows participants to react swiftly and severely to government policy; but in the developed world, capital market participants consider only a few government policies when making decisions. Governments that conform to capital market pressures in macroeconomic areas remain relatively unconstrained in supply-side and micro-economic policy areas. Therefore, despite financial globalization, cross-national policy divergence among advanced democracies remains likely. Still, in the developing world, the influence of financial markets on government policy autonomy is more pronounced. The risk of default renders market participants willing to consider a range of government policies in investment decisions. This inference, however, must be tempered with awareness that governments retain choice. As evidence for its conclusions, Global Capital and National Governments draws on interviews with fund managers, quantitative analyses, and archival investment banking materials.

Book excerpt: This paper examines the role of public governance quality in determining the composition of a country's external liabilities and the capital structure of firms. In our theory, better institutional quality tends to promote a higher share of foreign direct investment and equity investment in total foreign liabilities, and a higher share of long-term debt within the debt/loan category. Similar prediction holds for the capital structure of firms. We conduct extensive empirical investigation by exploring both firm level data and country level data and find supportive evidence for these predictions.

Book excerpt: Social capital - in the form of general trust and strong civil norms that call for cooperation when large-scale collective action is needed - can improve government performance in three ways: 1) It can broaden government accountability, making government responsive to citizens at large, rather than to narrow interests. 2) It can facilitate agreement where political preferences are polarized. 3) It is associated with greater innovation when policymakers face new challenges. Consistent with these arguments, Putnam (1993) has shown that regional governments in the more trusting, more civic-minded northern, and central parts of Italy provide public services more effectively than do those in the less trusting, less civic-minded southern regions. Using cross-country data, La Porta and others (1997), and Knack and Keefer (1997), obtained findings consistent with Putnam's evidence. For samples of about thirty nations (represented in the World Value Surveys), they found that societies with greater trust tended to have governments that performed significantly better. The authors used survey measures of citizen confidence in government as well as subjective indicators of bureaucratic inefficiency. The author further analyzes links between social capital and government performance, using data for the United States. In states with more social capital (as measured by an index of trust, volunteering, and census response), government performance is rated higher, based on ratings constructed by the Government Performance Project. This result is highly robust to including a variety of control variables, considering the possibility of influential outlying values, treating the performance ratings as ordinal, rather than cardinal, and correcting for possible endogeneity.
