In many respects it has attained the status of a fetish, yet 'governance' remains a notion that has multiple definitions, a concept in-the-making. Notwithstanding the imprecision with which the term is employed, it has become an inescapable paradigm for the politics of development. The contributors to this book, drawn from among some of the world's best area studies specialists, from North and South, offer a diverse global critique of 'governance' as deployed in several key areas: institutions and state actors; the rule of law, democracy and human rights; decentralization and state power; development and, last but not least, international cooperation and the role of the World Bank, the IMF and NGOs. The geographical spread of the volume ranges from Africa to Latin America, from Asia to the Middle East. Book excerpt: Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.

Nevertheless, alternative schools of thought dispute their consequences and the most effective strategy for achieving critical developmental objectives. This book argues that both liberal democracy and state capacity need to be strengthened to ensure effective development, within the constraints posed by structural conditions. Liberal democracy allows citizens to express their demands, hold public officials to account and rid themselves of ineffective leaders. Yet rising public demands that cannot be met by the state generate disillusionment with incumbent officeholders, the regime, or ultimately the promise of liberal democracy ideals. Thus governance capacity also plays a vital role in advancing human security, enabling states to respond effectively to citizen's demands.

Although we know a great deal about the general importance of civil society and social capital for the development of sustainable democracy, we still know little about what specific local governing qualities or political capital that interact with democratic development. The collected data covers time series of surveys from between 15 to 30 political and administrative leaders in over a hundred middle-sized European and Eurasian cities. The study takes us across the 1980s and 1990s, going from cities in Sweden and the Netherlands - through the Baltic cities - to the cities of Belarus and Russia. The findings show the importance of local political capital based on commitments to core democratic values, informal governance networks, and the significance of initially connecting the community to global, non-economic relationships.

Utilizing observation, fieldwork, and practice in Northern Thailand and Southern India, as well as secondary sources from the southern Asia region more generally, the author examines the challenges of democratic governance and generation of public goods where civil society and democracy, as development strategies, have become less meaningful to citizens across the developing world than micro-development. The author argues that these approaches to development have impacts on development and civil society building, but do not necessarily amount to political empowerment, raising important questions for civic participation in the state when the state is no longer viewed as the locus of public goods and democratic governance.
