The process has been sustained by an African Mining Consensus uniting international financial institutions, African governments, development agencies, and various strands of the academic literature. The Consensus position is that mining industrialization can drive transformative processes of social and economic development in low-income African settings. For this, state-owned enterprises and local forms of labour-intensive mining are deemed unsuitable. The former is characterized as corrupt and mismanaged, and the latter as an inefficient, subsistence activity with links to conflict financing. The Consensus holds, instead, that mining industrialization should be led by the superior expertise and efficiency of transnational corporations. Disrupted Development in the Congo reveals the fragile foundations on which this Consensus rests. Through an in-depth case study of mining in the Democratic Republic of the Congo, Ben Radley details how foreign corporations have been prone to mismanagement, inefficiencies, and rent-seeking, and implicated in fuelling conflict and violence. He also documents how structural impediments to the transformative effects of mining industrialization in low-income African countries occur irrespective of ownership and management structures. Based on the findings presented, Radley urges a move away from the market-led logics underpinning the Consensus. In the mining sector itself, he argues that efforts to mechanize labour-intensive forms of local mining better meet the needs of low-income African economies for rising productivity, labour absorption, and the domestic retention of the value generated by productive activity than the currently dominant but disruptive foreign corporate-led model. Book excerpt: This book focuses on the problems of, and prospects for, strengthening the global system of security governance in a manner consistent with the aspirations and practices of the EU. The EU approach to security governance has been successful in its immediate neighbourhood: it has successfully exported its preferred norms and principles to applicant countries, thereby 'pacifying' its immediate neighbourhood and making all of Europe more secure. The EU governance orientation ultimately seeks to enlarge the European security community and expand the geopolitical area within which armed conflicts are inconceivable, and where state and private actors converge around a set of norms and rules of behaviour and engagement. The EU's success along its immediate boundaries has not yet been replicated on a global scale; it remains an open question whether the EU system of governance can be exported globally, owing to different normative structures (for example, a tolerance of armed conflict or non-democratic governance internally), great-power competition (such as US--China), or ongoing processes of securitization that has made it difficult to find a commonly accepted definition of security. Moreover, the EU system of security governance clashes with the continuing unwillingness of other major powers to cede or pool sovereignty as well as varying preferences for unilateral as opposed to multilateral forms of statecraft. This edited volume addresses both the practical and political aspects of security governance and the barriers to the globalization of the EU system of security governance, particularly in the multipolar post-Cold War era. Book excerpt: Today's vision of world order is founded upon the concept of strong, well-functioning states, in contrast to the destabilizing potential of failed or fragile states. This worldview has dominated international interventions over the past 30 years as enormous resources have been devoted to developing and extending the governance capacity of weak or failing states, hoping to transform them into reliable nodes in the global order. But with very few exceptions, this project has not delivered on its promise: countries like Somalia, Afghanistan, South Sudan, and the Democratic Republic of the Congo (DRC) remain mired in conflict despite decades of international interventions. States of Disorder addresses the question, 'Why has UN state-building so consistently failed to meet its objectives?'. It proposes an explanation based on the application of complexity theory to UN interventions in South Sudan and DRC, where the UN has been tasked to implement massive stabilization and state-building missions. Far from being ''ungoverned spaces," these settings present complex, dynamical systems of governance with emergent properties that allow them to adapt and resist attempts to change them. UN interventions, based upon assumptions that gradual increases in institutional capacity will lead to improved governance, fail to reflect how change occurs in these systems and may in fact contribute to underlying patterns of exclusion and violence. Based on more than a decade of the author's work in peacekeeping, this book offers a systemic mapping of how governance systems work, and indeed work against, UN interventions. Pursuing a complexity-driven approach instead helps to avoid unintentional consequences, identifies meaningful points of leverage, and opens the possibility of transforming societies from within.

The country experiences complex relationships between drivers, agents, and institutions of deforestation nationally. The REDD+ policy arena is influenced by both governmental and non-governmental actors whose number have increased in the policy arena over the years; however, weak coordination among these actors remains an issue. Since 2009, the DRC has announced several reforms relating to land tenure, land-use planning and agricultural policy, to create an institutional environment that motivates the implementation of REDD+ in the DRC. By 2019, none of these reforms had materialized, due to both political changes and a lack of finance, capacity, and political will. Between 2013 and 2019, little progress has been made on REDD+ in the DRC, as a result of conflicting interests among actors both at national and decentralized levels; information asymmetry; elite capture and corruption; and the pre- and post-election situation. To date, the effectiveness of REDD+ activities in the DRC remain unclear, due to the absence of rigorous impact assessment. However, efforts can be observed on the field where there is increased number of participants to forest policy process compared to REDD+ early years; and several ongoing projects are testing policy options within and across levels. If these efforts are sustained, they can contribute in putting in place conditions to achieve REDD+ objectives.

Book excerpt: Besides the business enterprises in Bandundu province that use small-scale logging permits (PCAs) illegally, there is a national artisanal sector composed of individual chainsaw millers who supply the domestic market and certain neighbouring countries. This sector is still essentially informal. Our year-long monitoring of markets and transiting points for chainsaw timber brought out the substantial development of this activity over the last 15 years. At present more than a million cubic meters of chainsaw timber are produced in DRC every year, of which 85% is to meet the national demand. The production in Roundwood Equivalents of chainsaw timber – estimated at 3.4 million cubic metres per annum – is 13 times higher than the total formal production of wood products in DRC. The domestic markets of Kinshasa and eastern DRC generate sales of over 100 millions US dollars per year and yield profits estimated at 25 million dollars. The local populations benefit most from chainsaw milling and receive close to 50 million US dollars per year. As for job creation, the rural and urban artisanal timber production sectors combined offered at least 25 000 direct jobs in the country.

Although comparative constitutional law has become a major field of legal scholarship, most of the extensive research that has been carried out has focused on long-established democracies. The only African country that has attracted sustained research interest from a comparative law perspective is South Africa. The few books that present perspectives on African comparative constitutional law focus narrowly and exclusively on developments in either Anglophone, Francophone, or Arabophone Africa without cutting across these divides. Yet, since 1990, Africa has been at the centre of profound and far-reaching constitutional developments. Little comparative research has been carried out to understand the nature of these constitutional changes, to review their impact on the ethos of constitutionalism on the continent, and to explore prospects for the future.
