To take just one example, Casablanca’s medina is now obscured behind skyscrapers that are funded by global capital and encouraged by Morocco’s monarchy, which hopes to transform this city into a regional leader of finance and commerce. Such changes have occurred throughout Morocco. Megaprojects are redesigning the cityscapes of Rabat, Tangiers, and Casablanca, turning the nation’s urban centers into laboratories of capital accumulation, political dominance, and social control. In Globalized Authoritarianism, Koenraad Bogaert links more abstract questions of government, globalization, and neoliberalism with concrete changes in the city. Bogaert goes deep beneath the surface of Morocco’s urban prosperity to reveal how neoliberal government and the increased connectivity engendered by global capitalism transformed Morocco’s leading urban spaces, opening up new sites for capital accumulation, creating enormous class divisions, and enabling new innovations in state authoritarianism. Analyzing these transformations, he argues that economic globalization does not necessarily lead to increased democratization but to authoritarianism with a different face, to a form of authoritarian government that becomes more and more a globalized affair. Showing how Morocco’s experiences have helped produce new forms of globalization, Bogaert offers a bridge between in-depth issues of Middle Eastern studies and broader questions of power, class, and capital as they continue to evolve in the twenty-first century.

Ces derniers constituent un espace de production, de reproduction et d’appropriation de l’espace public. La diversité des acteurs, des objectifs et des relations constituant l’altermondialisme nous amène à définir son identité comme étant plurielle et fluide. Par une approche sociologique qui se base sur l’analyse de ces acteurs à travers leurs rapports sociaux, l’étude a cherché à comprendre et à analyser les particularités de l’altermondialisme marocain. Cette approche permet de déterminer les formes de solidarités, les enjeux des altermondialistes, les adversaires et les alternatives proposées. Elle a, à travers l’analyse, mis aussi en exergue la lutte des acteurs altermondialistes, les méthodes de la contestation, le renouveau de l’action collective au Maroc et l’évolution dans le répertoire d’actions.

Have they become obsolete to the benefit of other political groups and mobilization modes such as communities, tribes, “asabiyyat” or to the disadvantage of non governmental organizations, associations and social movements? While some predicted “the end of parties” in the region as a result of authoritarian political systems, doesn’t the recent transition from the one party rule towards a fragile plural party system in many countries put again party organizations in the spotlight? Most of the time, contemporary Arab parties have little mobilizing power. Yet some are crawling out of underground activities and trying their hands at the exercise of power after years of oppositions. Others, and mainly on the Islamist arena, assert themselves as first hand mobilization structures, able in certain cases to compete with regimes in power. This book addresses those research questions. Emphasizing new and unpublished data, the book’s diverse contributions tackle holistically party life in six countries that have adopted very different political pathways: Yemen, Bahrain, Lebanon, Morocco, Algeria and Iraq. All the studies approach the decline or the revival of the parties from a long term historical perspective mainly with regard to political institutions in those six countries. The studies focus on the rules of party games, on the junction between “the right to politics” and “political rights”. They reveal the fine-tuning between ideological frameworks and political strategies. They raise questions about the renewal of elites, forms of militant activism, the array of parties’ political activities, particularly social ones. They examine the issue of identity construction and political solidarities in the framework of the nation state, or in contradiction with it. As a final point, the book inquires about how party life in those six countries accounts for political transformations: possible democratization of regimes, forms of domination that are played out within those regimes, the emergence of the breakdown of leaderships and finally the rationale behind mobilization and collective action. Yet rapidly changing socioeconomic, political, and environmental conditions make water security a different, and more urgent, challenge than ever before. This report shows that achieving water security means much more than coping with water scarcity. It means managing water resources in a sustainable, efficient, and equitable way. It also involves delivering water services reliably and affordably, to reinforce relationships between service providers and water users and contribute to a renewed social contract. Water security also entails mitigating water-related risks such as floods and droughts. Water security is an urgent target, but it is also a target within reach. A host of potential solutions to the region’s water management challenges exist. To make these solutions work, clear incentives are needed to change the way water is managed, conserved, and allocated. To make these solutions work, countries in the region will also need to better engage water users, civil society, and youth. The failure of policies to address water challenges can have severe impacts on people’s well-being and political stability. The strategic question for the region is whether countries will act with foresight and resolve to strengthen water security, or whether they will wait to react to the inevitable disruptions of water crises.

The time has come to reconsider the “not one drop lost to the sea” philosophy of yesteryears largely and to 'live within limits'. This book focuses on eight selected countries (Tunisia, Morocco, Spain, France, Italy, Turkey, Israel and Egypt) and provides a comparative perspective that both thoroughly explores their specificities and identifies the common challenges faced by the irrigation sector in these countries.
