Book excerpt: In the last year or so, markedly different claims have been heard within the development community about just how much progress is being made against poverty and inequality in the current period of "globalization." Ravallion provides a nontechnical overview of the conceptual and methodological issues underlying these conflicting claims. He argues that the dramatically differing positions taken in this debate often stem from differences in the concepts and definitions used and differences in data sources and measurement assumptions. These differences are often hidden from view in the debate, but they need to be considered carefully if one is to properly interpret the evidence. The author argues that the best available evidence suggests that if the rate of progress against absolute poverty in the developing world in the 1990s is maintained, then the Millennium Development Goal of halving the 1990 aggregate poverty rate by 2015 will be achieved on time in the aggregate, though not in all regions. He concludes with some observations on the implications for the more policy-oriented debates on globalization and pro-poor growth.

What kind of change is required in local communities to conserve biocultural diversity? On the issue of commodity flow, research results of the supply-chain network, isolation in industry, and resource flows and stocks are presented in this book. For monetary flow, ownership networks, value-added networks, and profit shifting were studied; and regarding the flow of people, linkage of ethnic groups, immigrant assimilation, and refugees were examined. Based on the resulting view of globalization and isolation, the development of the isolation index using machine learning is discussed. Finally, recommendations for evidence-based policymaking in the United Nations are considered.

This article documents five trends in the modern era of globalization, starting around 1980. The first trend is that growth rates in poor economies have accelerated and are higher than growth rates in rich countries for the first time in modern history. Developing countries per capita incomes grew more than 3.5 percent a year in the 1990s. Second, the number of extremely poor people in the world has declined significantly. The share of people in developing economies living on less than dollar 1 a day has been cut in half since 1981, though the decline in the share living on less than dollar 2 per day was much less dramatic. Third, global inequality has declined modestly, reversing a 200-year trend toward higher inequality. Fourth, within-country inequality in general is not growing, though it has risen in several populous countries (China, India, and the United States). Fifth, wage inequality is rising worldwide. This may seem to contradict the fourth trend, but it does not because there is no simple link between wage inequality and household income inequality. Furthermore, the trends toward faster growth and poverty reduction are strongest in developing economies that have integrated with the global economy most rapidly, which supports the view that integration has been a positive force for improving the lives of people in developing areas

Seth Donnelly answers: “It didn’t!” In fact, according to Donnelly, virtually nothing about these glad tidings proclaiming plummeting global poverty rates is true. It’s just that trend-setting neoliberal experts and institutions need us to believe that global capitalism, now unfettered in the wake of the Cold War and bolstered by Information Technology, has ushered in a new phase of international human prosperity. This short book deconstructs the assumption that global poverty has fallen dramatically, and lays bare the spurious methods of poverty measurement and data on which the dominant prosperity narrative depends. Here is carefully researched documentation that global poverty—and the inequalities and misery that flourish within it—remains massive, afflicting the majority of the world’s population. Donnelly goes further to analyze just how global poverty, rather than being reduced, is actually reproduced by the imperatives of capital accumulation on a global scale. Just as the global, environmental catastrophe cannot be resolved within capitalism, rooted as it is in contemporary mechanisms of exploitation and plunder, neither can human poverty be effectively eliminated by neoliberal “advances.”
