Building on the literature in economics and geography, this book demonstrates that product innovation clusters spatially in regions which provide concentrations of the knowledge needed for the commercialization process. The book develops a conceptual model which links the location of new product innovations to the sources of these knowledge inputs. The geographic concentration of this knowledge fonns a technological infrastructure which promotes infonnation transfers, and lowers the risks and the costs of engaging in innovative activity. Empirical estimation confinns that the location of product innovation is related to the underlying technological infrastructure, and that the location of the knowledge inputs are mutually reinforcing in defining a region's competitive advantage. The book concludes by considering the policy implications of these fmdings for both private finns and state governments. This work is intended for academics, policy practitioners and students in the fields of innovation and technological change, geography and regional science, and economic development. The first and most important is the multilateral process for trade liberalisation, deregulation of financial markets, and macroeconomic policy co-ordination. The second factor is a transatlantic environment of national and regional idiosyncrasies exemplified by protectionist initiatives, a significant weakening of the EMS, and changes in central bank statutes. The second factor is in part a political backlash against the first. The third factor affecting transatlantic economic relations is of course the emergence of regional economic relationships within the transatlantic economy, and a treaty calling for a common currency in Europe. In this 1996 volume, specialists in international trade, international finance, and political economy analyse the causes of these three factors, and their implications.

The First World War and the revolutionary wave it provoked in Russia and elsewhere were powerful inspirations for the founding of the ILO. There was a growing understanding that social justice, in particular by improving labour conditions, was an essential precondition for universal peace. Since then, the ILO has seen successes and set-backs; it has been ridiculed and praised. Much has been written about the ILO; there are semi-official histories and some critical studies on the organization's history have recently been published. Yet, further source-based critical and comprehensive analyses of the organization's origins and development are still lacking. The present collection of eighteen essays is an attempt to change this unsatisfactory situation by complementing those histories that already exist, exploring new topics, and offering new perspectives. It is guided by the observation that the ILO's history is not primarily about «elaborating beautiful texts and collecting impressive instruments for ratification» but about effecting «real change and more happiness in peoples' lives».

Book excerpt: Ever since the anti-globalisation protests in Seattle in 1999 the adoption of new information and communications technologies (ICTs) by social movement activists has offered the prospect for the development of global cyberprotest. The Internet with its transnational many-to-many communication facility offers a revolutionary potential for social movements to go online and circumvent the 'official' messages of political and commercial organisations and the traditional media, by speaking directly to the citizens of the world. Furthermore the use of electronic mail (e-mail), mailing lists, websites, electronic forums and other online applications provide powerful media tools for co-ordinating the activity of often physically dispersed movement actors. Moreover, ICTs may also contribute to the important function of social movements of shaping collective identity and countering the claims and arguments of established political interests. A growing body of literature during the last decades of the twentieth century attests to the significant impact SMs have had upon the restructuring of the political landscape. Most of that literature addresses the more traditional actors and institutions (e.g. parliaments, political parties, bureaucracy etc.). Less attention has been devoted to those manifestations of political action that are concentrated around social movements and all kinds of more or less institutionalised and sustainable forms of citizen mobilisation. As the oldest organisation in the UN system, approaching its 100th anniversary in 2019, the ILO faces unprecedented strains and challenges. Since before the financial crisis, the global economy has tested the limits of a regulatory regime which was conceived in 1919. The organisation's founders only entrusted it with balancing social progress with the constraints of an interconnected open economy, but gambled almost entirely on tools of persuasion to ensure that this would happen. Whether that gamble is still capable of paying-off is the subject of this book, by a former ILO insider with an unrivalled knowledge of its work. The book forms part of a broader inquiry into the relevance of founding institutional principles to today's context, and strives to show that the bet made on persuasion may yet pay off. In part, the text argues that there may be little alternative anyway, showing that the pathways to more binding solutions are fraught with difficulty. It also shows the ILO's considerable future potential for promoting effective, universal regulations by extending its tools of persuasion in as yet insufficiently explored directions. Starting with an examination of how the organisation's institutional context differs from 93 years ago, the author goes on to evaluate the prospects of numerous proposals put forward today, including the trade/labour linkage, but going beyond this. This was the starting point of a long-lasting and painful colIective discussion, the results of which are documented here, during many meetings of this "itinerant" group, including the workshop in Padua, organised by Professor Luciano Pilotti and held in May 2001, "Systems, governance & knowledge within firm networks" at the Department of Economics of the University of Padua, and the recent international research seminar, held in May 2002, in Rome at the Tagliacarne Institute, within the EU sponsored project "Industrial districts' re location processes: identifying policies of EU enlargement West-East ID". The reason we decided to organise this book was not only to underline the importance of the industrial district (ID) model as a tool of propulsive local growth in a country like Italy. On the contrary, the idea that moved us was the theoretical dissatisfaction with the way in which the phenomenon of local development and industrial clustering of specific industries was treated in the international approach of the various disciplines.
