The President of the United States in the 2011 National Security Strategy called on the United States Government (USG) to conduct activities of engagement that would stabilize unstable states. Mandates such as the National Security Presidential Directive/NSPD-44 and the Department of Defense Instruction 3000.05 direct unity of effort between the Department of State and the Department of Defense to create stability in unstable sovereign states and regions for the sake of U.S. national interests. This project identifies the necessity to understand the strategic environment before the USG applies limited resources to improve the security, economic, and governance conditions that can stabilize a state or region. The development and use of a comprehensive strategic stabilization assessment model readily enables the USG to understand the proximate causes of a sovereign state's instability. Once understood, the USG can correctly apply the appropriate "ways" with minimal "means" to achieve the necessary "ends" of stability.

This strategy involves a mix of active, reserve, and reconstitutable forces, and General Colin Powell's Base Force. If implemented, the new strategy and force structure would return significant U.S. ground and air forces to the continental United States where most would be demobilized. In the event of a major crisis, the United States would rely on active and reserve forces for a contingency response, much as was done for Operation Desert Storm. The new national security strategy is based upon the 25 percent budget cut negotiated with Congress, a greatly depleted Russian threat, and a new international security environment that assumes two-years' warning of a European-centered global war with the former USSR. There are four major critical factors upon which the new strategy depends: (1) the continued decline of the Russians as a threat to world stability; (2) the ability of the intelligence community to meet new challenges; (3) the behavior of the allies and Congress; and (4) the ability of industry to meet new demands. The new strategy is not simply an adjustment to existing defense doctrine or strategy, but rather a fundamental revision of the way the United States has approached defense since 1945. Students and scholars interested in politico-military strategy and government policy will find this book of great interest.

Book excerpt: It is not yet 60 years since the first artificial satellite was placed into Earth orbit. In just over a half century, mankind has gone from no presence in outer space to a condition of high dependence on orbiting satellites. These sensors, receivers, transmitters, and other such devices, as well as the satellites that carry them, are components of complex space systems that include terrestrial elements, electronic links between and among components, organizations to provide the management, care and feeding, and launch systems that put satellites into orbit. In many instances, these space systems connect with and otherwise interact with terrestrial systems; for example, a very long list of Earth-based systems cannot function properly without information from the Global Positioning System (GPS). Space systems are fundamental to the information business, and the modern world is an information-driven one. In addition to navigation (and associated timing), space systems provide communications and imagery and other Earth-sensing functions. Among these systems are many that support military, intelligence, and other national security functions of the United States and many other nations. Some of these are unique government, national security systems; however, functions to support national security are also provided by commercial and civil-government space systems. 
The importance of space systems to the United States and its allies and potential adversaries raises major policy issues. National Security Space Defense and Protection reviews the range of options available to address threats to space systems, in terms of deterring hostile actions, defeating hostile actions, and surviving hostile actions, and assesses potential strategies and plans to counter such threats. This report recommends architectures, capabilities, and courses of action to address such threats and actions to address affordability, technology risk, and other potential barriers or limiting factors in implementing such courses of action.

The conference was designed to provide insight into potential military threats to U.S. security interests and necessary modifications to current and planned U.S. forces to meet those threats. Conference participants discussed and analyzed the possibility of U.S. and Allied involvement in various regional contingencies in Europe, the Soviet Union, East Asia the Pacific, the Near East and South Asia. Topics ranged from the possibility of nuclear war to a general discussion of low intensity conflict. To serve as a starting point for discussion, the participants agreed that for many years the Soviet-Warsaw Pact threat to Europe shaped U.S. force planning but that the USSR no longer posed a conventional threat. Nuclear weapons held by the former Soviet Union and now Independent States continued to be a threat to global stability, however. The participants suggested several options for responding to the changing security environment, including assisting the former Soviet Republics with denuclearization, reducing forward deployed U.S. forces in Europe and the Pacific, increasing U.S. efforts at missile nonproliferation in the Near East, and reforming the organization and control of low intensity conflict operations.
