Book excerpt: The aim of this book is to investigate the discursive power of two original, theoretical lenses when applied to real outsourcing arrangements and phenomena. The Transaction Cost Economics (TCE) and Foucauldian perspectives are brought to bear on five outsourcing relationships in order to test the application of these discourses to rich qualitative data over the outsourcing contractual life-cycle. This will be the first study illustrating the relevance of Foucauldian concepts of governmentality, discourse and power relations to the study of outsourcing arrangements, and will also incorporate the perspectives of both client and supplier organizations. Using discourse analysis, the objective is to critically deconstruct and provide fresh insight into the normative ‘outsourcing’ discourse that has grown up around global sourcing practices over the last 30 years.

Routine blue-collar work has been going offshore for decades, but the digital revolution beginning in the 1990s extended this process to many parts of the service economy too. Politically controversial from the beginning, "offshoring" is conventionally seen as a threat to jobs, wages, and economic security in higher-income countries-having become synonymous with the dirty work of globalization. Even though the majority of corporations make some use of offshore outsourcing, fearful of negative publicity most now choose to manage these activities in a discreet manner. Partly as a result, the global sourcing business, now reckoned to be worth more $120 billion, largely operates under the radar, its ocean-spanning activities in low-cost labour arbitrage being poorly documented and poorly understood. Offshore is the first sustained investigation of the workings of the global sourcing industry, its business practices, its market dynamics, its technologies, and its politics. The book traces the complex transformation of the worlds of global sourcing, from its origins in the new international division of labour in the 1970s, through the rapid growth of back-office economies in India and the Philippines since the 1990s, to the development of "nearshore" markets in Latin America and Eastern Europe. Recently, this evolving process of geographical and organizational restructuring has included experiments in "backshoring" within low-cost, ex-urban locations in the United States and a wave of software-enabled automation, which threatens to remove labour from many back offices altogether. In these and other ways, the offshore revolution continues.

However, most of these firms are faced with the need to examine the long-term impacts on the business and the society (both pros and cons of global outsourcing of jobs) for competitive advantages. From an economic perspective, it is argued that cost consideration is the most prominent decision making factor in any organization as most of the managers aim at minimizing the cost of operation so as to achieve a competitive edge in the global market because the goods and services are made competitive in the global market. However, there are those who argue that global outsourcing of jobs results into permanent job loss home, and this has an impact on the society where these firms operate. That said, global outsourcing of jobs needs to be analyzed in details in order to examine the benefits and costs associated with it before making outsourcing options. To find out, the authors of Answer the Call conducted long-term interviews with forty-five agents, trainers, managers, and CEOs at call centers in Bangalore and Mumbai from 2003 to 2012. For nine or ten hours every day, workers in call centers are not quite in India or America but rather in a state of “virtual migration.” Encouraged to steep themselves in American culture from afar, over time the agents come to internalize and indeed perform Americanness for Americans—and for each other. Call center agents “migrate” through time and through the virtual spaces generated by voice and information sharing. Drawing from their rich interviews, the authors show that the virtual migration agents undergo has no geographically distant point of arrival, yet their perception of moving is not merely abstract. Over the duration of the job, agents’ sense of place and time changes: agents migrate but still remain, leaving them somewhere in between—between India and America, experience and imagination, class mobility and consumption, tradition and modernity, here and there, then and now, past and future. However tangible and elastic their virtual mobility might seem in these relatively lucrative jobs, it is also suspended within the confines of the very boundaries they migrate across. Having engaged with these vivid and often poignant interviews, readers will never again be indifferent to an Indian agent’s greeting at the other end of a toll-free call: “Hello, my name is Roxanne. How may I help you?”
