Book excerpt: This book explores whether any theory alone is sufficiently capable of resolving the complexity of global justice, arguing that a combination of statism and cosmopolitanism is needed. In current times, xenophobia, nationalism and populism have amplified othering in both domestic and international politics. In global justice, the dichotomy between the ‘polis’ and the ‘cosmopolis’ separates statism from cosmopolitanism. Using resource curse as a complex case of global justice, the author demonstrates how neither statism nor cosmopolitanism alone are sufficient but goes on to argue that a combination of the two theories is simultaneously necessary and sufficient to resolve the complexity of global justice. He demonstrates how statism is primarily applied to the institutional dimensions of resource curse and only secondarily applied to the interactional dimensions, while cosmopolitanism is applied to the interactional dimensions but only secondarily applied to the institutional dimensions, and therefore a combination of both theories is needed to resolve the problem of resource curse – using the strength of the former to compensate for the weakness of the latter, and vice versa. Global justice is widely taught and researched as one of the most important areas in political philosophy and political theory. This book will be of great interest to students and researchers, philosophers and political scientists of African politics, political theory, political philosophy, international relations and international development.

This has long been obvious in the case of fossil fuels and greenhouse gas sinks including the atmosphere and forests; but it is ever more apparent that responses to climate change also threaten to spur new competition over land and extractive resources. This makes climate change an instance of a broader, more enduring and - for many - all too familiar problem: the problem of human conflict over how the natural world should be cared for, protected, shared, used, and managed. This work develops a new theory of global egalitarianism concerning natural resources, rejecting both permanent sovereignty and equal division, which is then used to examine the problem of climate change. It formulates principles of resource right designed to protect the ability of all human beings to satisfy their basic needs as members of self-determining political communities, where it is understood that the genuine exercise of collective self-determination is not possible from a position of significant disadvantage in global wealth and power relations. These principles are used to address the question of where to set the ceiling on future greenhouse gas emissions and how to share the resulting emissions budget, in the face of conflicting claims to fossil fuels, climate sinks, and land. It is also used to defend an unorthodox understanding of responsibility for climate change as a problem of global justice, based on its provenance in historical injustice concerning natural resources.

This is unsurprising, given the nexus between inequality and many of the pressing global problems today, such as immigration, global public health, poverty and violence. Theorists of global justice ask why inequality is morally wrong, what we owe to the global poor, what the implications of global inequality for people in affluent countries are, and the power of agencies or institutions necessary for the realization of a fairer world. Although political philosophers have offered different conceptions of these problems and narratives of the ideal of justice, a major shortcoming of the current discussion are the limits of the concepts and idioms employed. Assumptions are made about the experience of poverty, but little is done to understand the way people in underdeveloped countries experience and understand their predicament. This has resulted in the entrenchment of cognitive inequality in the global justice debate. This book attempts to correct the inaccuracies engendered by the one-sided theorising of global justice. By employing metaphors, concepts and philosophical ideas to reflect on global justice, the book provides an account of global justice that goes beyond current parochial perspective.
