Book excerpt: Exploring globalization from a labor history perspective, Aviva Chomsky provides historically grounded analyses of migration, labor-management collaboration, and the mobility of capital. She illuminates the dynamics of these movements through case studies set mostly in New England and Colombia. Taken together, the case studies offer an intricate portrait of two regions, their industries and workers, and the myriad links between them over the long twentieth century, as well as a new way to conceptualize globalization as a long-term process. Chomsky examines labor and management at two early-twentieth-century Massachusetts factories: one that transformed the global textile industry by exporting looms around the world, and another that was the site of a model program of labor-management collaboration in the 1920s. She follows the path of the textile industry from New England, first to the U.S. South, and then to Puerto Rico, Japan, Mexico, Central America, the Caribbean, and Colombia. She considers how towns in Rhode Island and Massachusetts began to import Colombian workers as they struggled to keep their remaining textile factories going. Most of the workers eventually landed in service jobs: cleaning houses, caring for elders, washing dishes. Focusing on Colombia between the 1960s and the present, Chomsky looks at the Urabá banana export region, where violence against organized labor has been particularly acute, and, through a discussion of the AFL-CIO’s activities in Colombia, she explores the thorny question of U.S. union involvement in foreign policy. In the 1980s, two U.S. coal mining companies began to shift their operations to Colombia, where they opened two of the largest open-pit coal mines in the world. Chomsky assesses how different groups, especially labor unions in both countries, were affected. Linked Labor Histories suggests that economic integration among regions often exacerbates regional inequalities rather than ameliorating them.

Book excerpt: Catarino Garza’s Revolution on the Texas-Mexico Border rescues an understudied episode from the footnotes of history. On September 15, 1891, Garza, a Mexican journalist and political activist, led a band of Mexican rebels out of South Texas and across the Rio Grande, declaring a revolution against Mexico’s dictator, Porfirio Díaz. Made up of a broad cross-border alliance of ranchers, merchants, peasants, and disgruntled military men, Garza’s revolution was the largest and longest lasting threat to the Díaz regime up to that point. After two years of sporadic fighting, the combined efforts of the U.S. and Mexican armies, Texas Rangers, and local police finally succeeded in crushing the rebellion. Garza went into exile and was killed in Panama in 1895. Elliott Young provides the first full-length analysis of the revolt and its significance, arguing that Garza’s rebellion is an important and telling chapter in the formation of the border between Mexico and the United States and in the histories of both countries. Throughout the nineteenth century, the borderlands were a relatively coherent region. Young analyzes archival materials, newspapers, travel accounts, and autobiographies from both countries to show that Garza’s revolution was more than just an effort to overthrow Díaz. It was part of the long struggle of borderlands people to maintain their autonomy in the face of two powerful and encroaching nation-states and of Mexicans in particular to protect themselves from being economically and socially displaced by Anglo Americans. By critically examining the different perspectives of military officers, journalists, diplomats, and the Garzistas themselves, Young exposes how nationalism and its preeminent symbol, the border, were manufactured and resisted along the Rio Grande.

Self-consciously adopting the essay form as a method with which to disrupt epic conceptions of Filipino history, Rafael treats in a condensed and concise manner clusters of historical detail and reflections that do not easily fit into a larger whole. White Love and Other Events in Filipino History is thus a view of nationalism as an unstable production, as Rafael reveals how, under what circumstances, and with what effects the concept of the nation has been produced and deployed in the Philippines. With a focus on the contradictions and ironies that suffuse Filipino history, Rafael delineates the multiple ways that colonialism has both inhabited and enabled the nationalist discourse of the present. His topics range from the colonial census of 1903-1905, in which a racialized imperial order imposed by the United States came into contact with an emergent revolutionary nationalism, to the pleasures and anxieties of nationalist identification as evinced in the rise of the Marcos regime. Other essays examine aspects of colonial domesticity through the writings of white women during the first decade of U.S. rule; the uses of photography in ethnology, war, and portraiture; the circulation of rumor during the Japanese occupation of Manila; the reproduction of a hierarchy of languages in popular culture; and the spectral presence of diasporic Filipino communities within the nation-state. A critique of both U.S. imperialism and Filipino nationalism, White Love and Other Events in Filipino History creates a sense of epistemological vertigo in the face of former attempts to comprehend and master Filipino identity. Although they draw heavily on area studies, the contributors seek to put previously separate bodies of scholarship in dialogue with one another by exploring those interactions that have historically linked world regions. Four general themes are especially prominent in this volume, and the essays develop sophisticated positions on each. On the issue of agency and structure, they offer useful guidance toward recognizing the importance of both human agency and historical structures in historical processes. On the theme of states and their roles in cross-cultural interactions, they acknowledge that states do not entirely control their own destinies but nevertheless deeply influence the development of these exchanges, sometimes decisively so. Book excerpt: This book is a natural extension of the SCOPE (Scientific Committee of Problems on the Environment) volumes on the carbon (C), nitrogen (N), phosphorus (P) and sulfur (S) biogeochemical cycles and their interactions (Likens, 1981; Bolin and Cook, 1983). Substantial progress in the knowledge of these cycles has been made since publication of those volumes. In particular, the nature and extent of biological and inorganic interactions between these cycles have been identified, positive and negative feedbacks recognized and the relationship between the cycles and global environmental change preliminarily elucidated. In March 1991, a NATO Advanced Research Workshop was held for one week in Melreux, Belgium to reexamine the biogeochemical cycles of C, N, P and S on a variety of time and space scales from a holistic point of view. This book is the result of that workshop. The biogeochemical cycles of C, N, P and S are intimately tied to each other through biological productivity and subsequently to problems of global environmental change. These problems may be the most challenging facing humanity in the 21 st century. In the broadest sense, "global change" encompasses both changes to the status of the large, globally connected atmospheric, oceanic and terrestrial environments (e. g. tropospheric temperature increase) and change occurring as the result of nearly simultaneous local changes in many regions of the world (e. g. eutrophication).
