Book excerpt: The Global Information Grid (GIG) is the enabling infrastructure for Network Centric Warfare (NCW), a concept that relies on communications technology to link together U.S. military personnel, ground vehicles, aircraft, and naval vessels through integrated wide and local area networks to provide improved battle space awareness for joint military forces.1 The GIG Bandwidth Expansion program (GIG-BE) is a component of the overall GIG, that involves upgrading the capacity of the busiest equipment and transmission pathways composing the central portion of the GIG. Some question whether the GIG-BE design will support military requirements for transmitting the expected future high volume of encrypted network traffic. Also, because each service is developing a separate network architecture that will tie into the GIG, some observers question whether these differences will limit interoperability of the overall GIG, and thus reduce its usefulness to warfighters. This report will be updated as events warrant.

Book excerpt: Information provided to warfighters only gave them broad situational awareness, today, information from sensors and databases can help target past what they can see. This has prompted the Department of Defense (DoD) to build a military analog to the Internet, to be a font of warfighting information and system services. But how should responsibility for providing information and services be shared between global external sources and organic local sources. Thus, tools are needed to let commanders use information from whatever sources fits their needs. A strong bias toward interoperability would foster universal access to information. Liberal distribution of unit-level sensors and connectivity should help warfighters develop and share operational information. Better technology is needed to marry local and global information sources easily. Finally, some entity within DoD should review current information services and lay out a road map for filling in the blanks.

The rise of global information in turn suggests that DoD's information systems as a whole should be agglomerated into what has been variously referred to as a "System of Systems" (from Admiral Owens); "Battlespace Infosphere" (from the Air Force Science Advisory Board); or, the term now favored within the Office of the Secretary of Defense, the "Global Information Grid (GIG)" (or, in the shorthand used here, the Grid).

Book excerpt: Monitoring the health of the GIG is one of the most critical aspects of operationalizing cyber missions. This report focuses on the health of the Global Information Grid (GIG), a globally interconnected Department of Defense (DoD) network (of systems) that collects, processes, and manages information for warfighters, policymakers, and support personnel. The three primary components of GIG health (as defined by the customer) include sustainability, reliability and survivability. Sustainability is the consistent performance of network tasks over time; whereas reliability is the accuracy, accessibility and obtainability of information for the user; and survivability being the availability of alternate data route despite internal/external issues. The focus of the project was to design a framework for metrics to assess the health of the GIG. Private sector metrics were extrapolated to measure the sustainability, reliability, and survivability of the GIG and were included as commercial best practices. Also investigated were internal and external threats, such as interference, intrusion, and malicious activity (e.g., cyber-terrorists) that could undermine the system's capability.

Book excerpt: Abstract: "The four studies in this document are student contributions to the SEI Global Information Grid (GIG) Survivability Study. Each study explores an issue relevant to the survivability of networks which are systems of systems. Since the GIG is inherently a system of systems, the survivability of operational concepts such as Joint Battle Management Command and Control (JBMC2) will largely depend on the extent to which GIG architecture is approached from this perspective. Systems of systems differ from large, monolithic systems because of the simultaneous independence and interdependence of their constituent parts, and therefore traditional survivability methods are not sufficient. To deal with the operational complexity resulting from qualities peculiar to systems of systems, planners and builders of the GIG will need to formulate broad strategic approaches taking these qualities into account. These four studies have attempted to identify characteristics of systems of systems which may be useful in this endeavor. The specific areas explored in this document include the following: the applicability of autonomous agents in a system of systems; the suitability of conventional software testing in a system-of-systems environment; emergent properties and unanticipated consequences in a system of systems; the role of ontologies in systems-of-systems interoperability; the architectural properties and operational survivability effects of internet protocol version 6 (IPv6) technology."
