The Index does not simply count new firm registrations nor is it an exercise of policy benchmarking. It also does not focus exclusively on high-growth entrepreneurship; it considers the characteristics of entrepreneurship that enhance productivity, such as innovation, market expansion, globalization, and growth potential. Finally, recognizing that entrepreneurship has a different impact in different economic and institutional contexts, the GEDI combines individual-level data with data that describes national institutions, as well as economic and demographic structures, to provide an institutionally embedded view of the drivers of productive entrepreneurship.

The US ranks third on the GEDI. It performs well on the aspirations sub-index but lags on the attitudes and activity sub-indices. Its performance is strong in areas of startu skills, competition, and new technology but weak in cultural support, tech sector, and high-growth business. Performance is stronger on institutional variables than on individual variables. Apparent weakness in the tech sector, lack of cultural support for entrepreneurship and lack of high-growth business can be due to the changing political environment and international volatility, 1990s tech sector bubble burst, the recent recession, and the improving performance of other counties.

While GEDI is not a panacea for solving all of a country's problems, it is a particularly useful tool for policy-oriented analysis. Book excerpt: While composite indicators have becoming popular in many fields over the last two decades, the Global Entrepreneurship and Development Index (GEDI) is the first complex index focusing on the multidimensional quality rather than the quantity aspects of entrepreneurship. GEDI is similar to other indices having a complex structure consisting of variables (31), pillars (14), and sub-indices (3). However, the GEDI methodology differs from the others in two important respects: (1) it combines individual and institutional variables and (2) it considers the interdependencies of the system. For the interdependencies we developed a Penalty for Bottleneck (PFB ) methodology. The central tenet of the PFB is that the performance of the system depends on the weakest link. Higher scoring pillars cannot exhibit their full effect on the performance of the system because of the bottleneck. The uniqueness of this methodology is that the elements of the system are only partially substitutable with each other.
