This Outlook edition reveals important trends. Emerging economies will be pivotal in shaping the global agricultural landscape, with India expected to overtake China as the leading player. Yet calorie intake growth in low-income countries is projected to be only 4%. Agriculture's global greenhouse gas intensity is projected to decline, although direct emissions from agriculture will likely increase by 5%. If food loss and waste could be halved, however, this would have the potential to reduce both global agricultural GHG emissions by 4% and the number of undernourished people by 153 million by 2030. Well-functioning international agricultural commodity markets will remain vital for global food security and rural livelihoods. Expected developments should keep real international reference prices on a slightly declining trend over the next ten years, although environmental, social, geopolitical, and economic factors could significantly alter these projections. Like the ‘green revolution’ before it, the ‘blue revolution’ in aquaculture promises rapidly increased productivity through technology-driven - tensi?cation of aquaculture animal and plant production (Costa-Pierce 2002; The Economist 2003). Proponents of further aquaculture development emphasize aq- culture’s ancient origins and potential to contribute to global food security d- ing an unprecedented collapse in global ?sheries (World Fish Center; Meyers and Worm 2003; Worm et al. 2006). For them, technology-driven intensi?cation is an - dinary and unremarkable extension of past practice. Opponents counter with images of marine and freshwater environments devastated by intensive aquaculture pr- tices producing unsustainable and unhealthy food products. They view the promised revolutionasascam,nothingmorethanclever marketingbypro?t-hungry ?shfa- ers looking for ways to distract the public from the real harms done by aquaculture. The stark contrast between proponents and opponents of modern aquaculture recalls decades of disputes about intensive terrestrial plant and animal agriculture, disputes whose vigor shows that the debate is about much more than food production (Ruse and Castle 2002).

Landings of wild fish have leveled off since the mid-1980s, and many stocks of fish are fished so heavily that their future is threatened. And yet the worlds appetite for fish has continued to increase, particularly as urban populations and incomes grow in developing countries. Aquaculturefish farminghas arrived to meet this increased demand. Production of fish from aquaculture has exploded in the past 20 years and continues to expand around the world. But will aquaculture be sufficient to provide affordable fish to the world over the next 20 years? And what environmental and poverty problems will aquaculture face as it expands? Using a global model of supply and demand for food and feed commodities, this report projects the likely changes in the fisheries sector over the next two decades given present trends. As prices for most food commodities fall, fish prices are expected to rise, reflecting demand for fish that outpaces the ability of the world to supply it. Alternative scenarios using different assumptions are also investigated. The model shows that developing countries will consume and produce a much greater share of the worlds fish in the future, and trade in fish commodities will also increase. As aquaculture expands, especially in developing countries, environmental concerns such as effluent pollution, escaped farmed fish, land conversion, and pressure on stocks from fishmeal demand will only increase with time unless technologies and policies promote sustainable intensification. And small, poor producers are at risk of being excluded from rapidly growing export markets unless ways can be found to facilitate affordable certification of food safety and environmentally sound production.
