Book excerpt: Many associate terrorism with irrational behavior and believe only lunatics could perpetuate such horrific acts. Global Alert debunks this myth by anatomizing the rationale behind modern terrorism. It draws a distinct picture of its root and instrumental causes and plots the different stages of a terrorist attack, from indoctrination and recruitment to planning, preparation, and launch. Global Alert also exposes the measured exploitation of democratic institutions by terrorists to further their goals. Despite its strong capabilities and extensive resources, the modern liberal-democratic state is nevertheless subject to the rules of war, which partially restrict the state's ability to operate and maneuver. Boaz Ganor shows how terrorist organizations exploit these values to paralyze or neutralize the states they oppose. In outlining this new "hybrid" terrorist organization and its activity in both the military–terrorist arena and the political–welfare arena, Ganor advances an international doctrine for governing military operations between state and nonstate actors as part of a new type of armed conflict termed "multidimensional warfare."

Book Global Public Health Vigilance

Download or read book Global Public Health Vigilance written by Lorna Weir and published by Routledge. This book was released on 2010-05-17 with total page 458 pages. Available in PDF, EPUB and Kindle. Book excerpt: Global Public Health Vigilance is the first sociological book to investigate recent changes in how global public health authorities imagine and respond to international threats to human health. This book explores a remarkable period of conceptual innovation during which infectious disease, historically the focus of international disease control, was displaced by "international public health emergencies," a concept that brought new responsibilities to public health authorities, helping to shape a new project of global public health security. Drawing on research conducted at the World Health Organization, this book analyzes the formation of a new social apparatus, global public health vigilance, for detecting, responding to and containing international public health emergencies. Between 1995 and 2005 a new form of global health surveillance was invented, international communicable disease control was securitized, and international health law was fundamentally revised. This timely volume raises critical questions about the institutional effects of the concept of emerging infectious diseases, the role of the news media in global health surveillance, the impact of changes in international health law on public health reasoning and practice, and the reconstitution of the World Health Organization as a power beyond national sovereignty and global governance. It initiates a new research agenda for social science research on public health.

This book was released on 2018-04-19 with total page 143 pages. Available in PDF, EPUB and Kindle. Book excerpt: Following a series of natural disasters, including Hurricane Katrina, that revealed shortcomings in the nation's ability to effectively alert populations at risk, Congress passed the Warning, Alert, and Response Network (WARN) Act in 2006. Today, new technologies such as smart phones and social media platforms offer new ways to communicate with the public, and the information ecosystem is much broader, including additional official channels, such as government social media accounts, opt-in short message service (SMS)-based alerting systems, and reverse 911 systems; less official channels, such as main stream media outlets and weather applications on connected devices; and unofficial channels, such as first person reports via social media. Traditional media have also taken advantage of these new tools, including their own mobile applications to extend their reach of beyond broadcast radio, television, and cable. Furthermore, private companies have begun to take advantage of the large amounts of data about users they possess to detect events and provide alerts and warnings and other hazard-related information to their users. More than 60 years of research on the public response to alerts and warnings has yielded many insights about how people respond to information that they are at risk and the circumstances under which they are most likely to take appropriate protective action. Some, but not all, of these results have been used to inform the design and operation of alert and warning systems, and new insights continue to emerge. Emergency Alert and Warning Systems reviews the results of past research, considers new possibilities for realizing more effective alert and warning systems, explores how a more effective national alert and warning system might be created and some of the gaps in our present knowledge, and sets forth a research agenda to advance the nation's alert and warning capabilities.

Book Global Health

  • Author : Kevin McCracken
  • Publisher : Routledge
  • Release : 2012-07-26
  • ISBN : 1136269983
  • Pages : 353 pages

Download or read book Global Health written by Kevin McCracken and published by Routledge. This book was released on 2012-07-26 with total page 353 pages. Available in PDF, EPUB and Kindle. Book excerpt: The health of human populations around the world is constantly changing and the health profiles of most nations in the early twenty-first century global health landscape are unrecognizable compared with those of just a century ago. This book examines and explains these health changes and considers likely future patterns and changes. While the overall picture charted is one of progress and improvement, certain unfortunate regressions and stubbornly persistent health inequalities are equally shown to be part of the evolving patterns of global health. The chapters of the book are organized in three major parts: The first part introduces readers to the principal concepts of global health, and to the idea of populations having distinctive health profiles. In particular, it explores how those profiles can be measured, and how they change, using the umbrella concepts and theories of epidemiological and health transition. Building on the first section, the second part focuses on the evolution of health states, as well as paying particular attention to the reasons for the many subnational inequalities in global health. It also examines health challenges such as the continuing infectious disease burden and current emerging ‘epidemics’. The final part transports readers from the current health scene to future possible and probable health scenarios, acknowledging the challenges presented by global environmental change, as well as issues centred around geopolitics and human security. Using clear and original explanations of complex issues, this text makes extensive use of boxed case studies and international examples, with thought-provoking discussion questions posed for readers at the end of each chapter. Global Health is essential reading for students of global health, public health and development studies.
