Book excerpt: This book examines German participation in the colonial contest for Nigeria during the scramble for and partition of Africa at the end of the nineteenth Century. It focuses on the activities of some German individuals and organisations that were actively engaged in the struggle to acquire the Nigerian region as a colony for Germany. There are two reasons for this failure: one, lack of consisient colonial policy during Bismarck's era and two, the Opposition of the Royal Niger Company. The only success recorded in Nigeria was in Adamawa and Borno. Germany got some parts of these emirates as a result of the determination of the Royal Niger Company, supported by the British government, to deny the French any access to the navigable part of the two major rivers. Germany retained control of this region until the outbreak of the First World War.

Book excerpt: Imperial Justice explores the imperial control of judicial governance and the adjudication of colonial difference in British Africa. Focusing on the Judicial Committee of the Privy Council and the colonial regional Appeal Courts for West Africa and East Africa, it examines how judicial discourses of native difference and imperial universalism in local disputes influenced practices of power in colonial settings and shaped an evolving jurisprudence of Empire. Arguing that the Imperial Appeal Courts were key sites where colonial legal modernity was fashioned, the book examines the tensions that permeated the colonial legal system such as the difficulty of upholding basic standards of British justice while at the same time allowing for local customary divergence which was thought essential to achieving that justice. The modernizing mission of British justice could only truly be achieved through recognition of local exceptionality and difference. Natives who appealed to the Courts of Empire were entitled to the same standards of justice as their 'civilized' colonists, yet the boundaries of racial, ethnic, and cultural difference somehow had to be recognized and maintained in the adjudicatory process. Meeting these divergent goals required flexibility in colonial law-making as well as in the administration of justice. In the paradox of integration and differentiation, imperial power and local cultures were not always in conflict but were sometimes complementary and mutually reinforcing. The book draws attention not only to the role of Imperial Appeal Courts in the colonies but also to the reciprocal place of colonized peoples in shaping the processes and outcomes of imperial justice. A valuable addition to British colonial literature, this book places Africa in a central role, and examines the role of the African colonies in the shaping of British Imperial jurisprudence.

Most of the literature on Biafra tended to dwell more on the historical and political analysis of the war and how the factors that engendered it could be tackled. It appears however, that no ethical analysis of the issues involved in the Biafran war has been carried out in any significant academic endeavour, hence the reason and need for a critical analytical survey of the ethical and political implications of the role of the world community in the unprecedented events that took place in Biafra. The purpose of this book is, first, to understand the twist and turns of the events and issues involved in the Biafran crisis and the role the international community played in the war. Second is to articulate the complex nature of humanitarian intervention and to stress the relevance of ethics, its interpenetration, and tandem relationship with international relations on a broader level, and in particular, humanitarian intervention as a foreign policy action. The main claim of our argument is that ethics is part and parcel of international relations. Divorcing ethics from international relations leads to amorality that threatens the world order. In other words, it is argued that ethical considerations should guide international affairs and the undertaking of humanitarian intervention. Behind this basic thesis, the book defends the idea of a global ethic. Global ethic means an ethic which acknowledges respect for human life and the interconnectedness and interdependence of all human beings. It is an ethic which transcends the circumscribed confines of national boundaries and economic and geopolitical interests and opens them up to the larger urgent need, well-being, peaceful coexistence, and sustainability of the larger world community. Boko Haram’s goal of an Islamic Caliphate, starting in the Borno State in the North East that will eventually cover the areas of the former Kanem-Borno Empire, is a rejection of the modern state system forced on it by the West. The central theme of this volume examines the relationship between the failure of the state-building project in Nigeria and the outbreak and nature of insurgency. At the heart of the Boko Haram phenomenon is a country racked with cleavages, making it hard for Nigeria to cohere as a modern state. Part I introduces this theme and places the Boko Haram insurgency in a historical context. There are, however, multiple cleavages in Nigeria ̶ ethnic, regional, cultural, and religious ̶ and Part II examines the different state-society dynamics fuelling the conflict. Political grievances are common to every society; however, what gives Boko Haram the space to express such grievances through violence? Importantly, this volume demonstrates that the insurgency is, in fact, a reflection of the hollowness within Nigeria’s overall security. Part III looks at the responses to Boko Haram by Nigeria, neighbouring states, and external actors. For Western actors, Boko Haram is seen as part of the "global war on terror" and the fact that it has pledged allegiance to ISIS encourages this framing. However, as the chapters here discuss, this is an over-simplification of Boko Haram and the West needs to address the multiple dimension of Boko Haram. This book will be of much interest to students of terrorism and political violence, insurgencies, African politics, war and conflict studies, and IR in general.
