Combining oral histories with decades of archival material, Village Work formulates a sweeping history of twentieth-century statecraft that centers on the daily work of rural people, local officials, and family networks, rather than on the national governments and large-scale plans that often dominate development stories. Wiemers shows that developmentalism was not simply created by governments and imposed on the governed; instead, it was jointly constructed through interactions between them. The book contributes to the historiographies of development and statecraft in Africa and the Global South by emphasizing the piecemeal, contingent, and largely improvised ways both development and the state are comprised and experienced providing new entry points into longstanding discussions about developmental power and discourse unsettling common ideas about how and by whom states are made exposing the importance of unpaid labor in mediating relationships between governments and the governed showing how state engagement could both exacerbate and disrupt inequities Despite massive changes in twentieth-century political structures—the imposition and destruction of colonial rule, nationalist plans for pan-African solidarity and modernization, multiple military coups, and the rise of neoliberal austerity policies—unremunerated labor and demonstrations of local leadership have remained central tools by which rural Ghanaians have interacted with the state. Grounding its analysis of statecraft in decades of daily negotiations over budgets and bureaucracy, the book tells the stories of developers who decided how and where projects would be sited, of constituents who performed labor, and of a chief and his large cadre of educated children who met and shaped demands for local leaders. For a variety of actors, invoking “the village” became a convenient way to allocate or attract limited resources, to highlight or downplay struggles over power, and to forge national and international networks.

Book excerpt: This book compares the rapid development of South Korea over the past 70 years with selected countries in sub-Saharan Africa to assess what factors contributed to the country’s success story, and why it is that countries that were comparable in the past continue to experience challenges in achieving and sustaining economic growth. In the 1950s, South Korea’s GDP per capita was $876, roughly comparable with that of Cote d’Ivoire and somewhat below Ghana’s. The country’s subsequent transformation from a war-ravaged, international aid-dependent economy to the 13th largest economy in the world has been the focus of considerable international admiration and attention. But how was it that South Korea succeeded in multiplying its GDP per capita by a factor of 23, while other Less Developed Countries continue to experience challenges? This book compares South Korea’s politics of development and foreign assistance with that of Ghana, Nigeria, and Zambia, which were also major recipients of the U.S. aid, to investigate the specific contexts that made it possible for South Korea to achieve success. Overall, this book argues that effective state capacity in South Korea’s domestic and international politics provided an anchor for diplomatic engagement with donors and guided domestic political actors in the effective use of aid for economic development. The first part provides a challenge to the hazy official claims of aid donors that they have stopped trying to force African governments to do what 'we' think is best for 'them' and instead are now promoting African 'ownership' of the policies and projects which foreign aid supports. The authors tease out the multiple meanings of the term 'ownership', demonstrating why it became popular when it did, but also the limits to this discourse of ownership observed in aid practices. The authors set out to defend a particular vision of ownership-one that involves African governments taking back control of their development policies and priorities. Based largely on interviews with the people who do the negotiating on both sides of the aid relationship, the country case studies put the rhetoric of the new aid system to a more practical test. The authors ask how donors seek to achieve their policy objectives without being seen to push too hard, what preconditions they place on transferring authority to African governments, and what effect the constant discussions over development policy have on state institutions, democracy and political culture in recipient countries. It investigates the strategies that African states have adopted to advance their objectives in aid negotiations and how successful their efforts have been. Comparing the country experiences, it points out the conditions accounting for the varying success of eight African countries: Botswana, Ethiopia, Ghana, Mali, Mozambique, Rwanda, Tanzania and Zambia. It concludes by asking whether the conditions African countries face in aid negotiations are changing.
