Book excerpt: This Peru Country Program Evaluation for the World Bank Group, 2003-2009 is part of IEG s country program evaluation series. To date, IEG s in-depth country evaluations have comprised IEG-WB Country Assistance Evaluations (CAEs) and IEG-IFC Country Impact Reviews (CIRs). Both the CAEs and CIRs have involved comprehensive evaluations of the respective institutions activities in a country. In a pilot approach, this evaluation was prepared by a single IEG team that looked at development interventions across the three WBG institutions. The evaluation draws on WBG documents, external literature, and on interviews with government officials, representatives of the private sector and civil society, nongovernmental organizations, bilateral and multilateral development partners, and Bank, IFC, and MIGA staff in Washington and in Peru. An IEG mission visited Peru in September 2009. IEG also cooperated with the Evaluation Office of the Global Environment Facility that was conducting a parallel evaluation in Peru.

The effects of climate change from human-made emissions of greenhouse gases are devastating and accelerating; yet are uncertain and uneven both in terms of geography and socio-economic impacts. Emerging from the dynamics of capitalism since the industrial revolution — as well as industrialisation under state-led socialism — the consequences of climate change are especially profound for the countryside and its inhabitants. The book interrogates the narratives and strategies that frame climate change and examines the institutionalised responses in agrarian settings, highlighting what exclusions and inclusions result. It explores how different people — in relation to class and other co-constituted axes of social difference such as gender, race, ethnicity, age and occupation — are affected by climate change, as well as the climate adaptation and mitigation responses being implemented in rural areas. The book in turn explores how climate change – and the responses to it - affect processes of social differentiation, trajectories of accumulation and in turn agrarian politics. Finally, the book examines what strategies are required to confront climate change, and the underlying political-economic dynamics that cause it, reflecting on what this means for agrarian struggles across the world. The 26 chapters in this volume explore how the relationship between capitalism and climate change plays out in the rural world and, in particular, the way agrarian struggles connect with the huge challenge of climate change. Through a huge variety of case studies alongside more conceptual chapters, the book makes the often-missing connection between climate change and critical agrarian studies. The book argues that making the connection between climate and agrarian justice is crucial. The chapters in this book were originally published in The Journal of Peasant Studies.

Conservation in Chilean Patagonia: Assessing the state of knowledge, opportunities, and challenges is the first book to gather and synthesize the available scientific and socio-environmental information related to Patagonian conservation. It presents the collaborative work of 68 researchers and local experts, representing a range of specialties and perspectives, including: biology, ecology, socio-ecology, fisheries, aquaculture, anthropology, economics, geography, tourism, cryosphere, oceanography, climate and global change. The book’s 18 chapters focus on the status of key ecosystems and conservation tools, and provide recommendations toward the construction of a renewed, inclusive, and integrated conservation agenda for the Chilean Patagonian region. In this context, this book hopes to give voice to other perspectives related to biodiversity conservation beyond the “fortress conservation” model and emphasize one of the pillars of democracy – popular participation. It covers a wide range of environments and issues of special significance to the topic, such as the expansion of culturally constructed niches, protected areas and food security, community-based management, participatory agroforestry, productive restoration and biocultural conservation. The contents also explore the limitations and shortcomings of participatory practices in protected areas, the relationship between the global crisis of democracy and the decline of biocultural diversity, as well as present current discussions on policy frameworks and governance systems for effective participatory biodiversity conservation.
