Book excerpt: This paper deals with Germany's new Africa policy. The Federal Ministry for Economic Cooperation and Development (BMZ) presented a new Africa concept in January 2017. The BMZ wants to counter the further marginalisation of Africa with inclusive and sustainable growth. Chancellor Angela Merkel will explain her new policy for Africa at the G20 summit in Hamburg in July 2017, in an attempt to gain the approval of the other G20 members for focused cooperation with Africa. The paper argues that it remains solely the duty of African states to take their development into their own hands. Cooperation can support this process, but it cannot assume what is each state's individual responsibility. The Marshall Plan with Africa aims to develop a joint agenda with the countries of Africa. Yet because the African countries did not participate in developing the concept, the plan derived so far is more of a plan for Africa, identifying which measures the BMZ would like to implement in order to contribute to sustainable and inclusive economic growth in Africa. Africa is becoming increasingly differentiated, and developing a joint strategy with individual countries or groups of countries that reflects the varying speeds at which changes are occurring would be a decisive step. The plan does not cover sufficient ground on this issue. In order to develop a coherent Africa concept for the German federal government, the participation of the most important ministries needs to be improved, and the chancellor needs to be in charge of the overall management. The paper concludes that Germany's Africa policy needs to be redesigned. The Marshall Plan has generated a shift, but it does not provide sufficient guidance to new horizons and away from the well-beaten track of traditional development cooperation. The departure to a new age that is defined by increased cooperation with democratic African countries which are capable of reform, and by a courageous and consistent stance in relation to non-democratic countries, has not yet taken place.

Book excerpt: Namibia’s main liberation movement, the South West Af-rica People’s Organisation (SWAPO), relied heavily on outside support for its armed struggle against South Africa’s occupation of what it called South West Africa. While East Germany’s solidarity with Namibia’s struggle for national self-determination has received attention, little research has been done on West Germany’s policy towards Namibia, which must be seen in the light of inter-German rivalry. The impact of the wider realities of the Cold War on Namibia’s rocky path to independence leaves ample room for research and new interpretations. In this study Thorsten Kern shows that German division played a vital role in West Germany’s position towards Namibia during the Cold War. The two states’ deeply diverging policies, characterised in this context by competition for influence over SWAPO, were strongly affected by the Cold War rivalry between the capitalist West and the communist East. Yet ultimately, the dynamics of rapprochement helped to bring about Namibia’s independence. This book is based upon a doctoral dissertation presented to the University of Cape Town in 2016. Kern conducted research in the National Archives of Namibia and in German archives, and his work draws on interviews with contemporary witnesses.

In public discourse Africa's future is being shaped by a combination of external interventions backed by African elites who cooperate with the donors, whose understanding of the importance of 'good governance' they share. This groundbreaking book disentangles the analytical aspects of governance from its political and normative connotations. The 'African exception' - the difference in 'development' between Africa and other regions of the South - can be understood by analysis focusing upon the specific forms of governance played out in politics and economics. The perspective of neo-patrimonialism is crucial but not sufficient here. The first section of the book explores African governance in two functional spheres: the political realm and the economic. Section two looks at new areas of governance in Africa: violent social spaces, HIV/AIDS and entrepreneurial urban governance.

While important work has been done regarding radical activism in the United States and Western Europe, events in what is today known as the Global South-Asia, Africa, and Latin America-have yet to receive the requisite attention they deserve. This volume inserts the Third World into the study of the 1960s by examining the local and international articulations of youth protest in various geographical, social, and cultural arenas. Rejecting the notion that the Third World existed on the periphery, it situates the events of the 1960s in a more inclusive context, building a richer, more nuanced understanding of the Global 1960s that better reflects the dynamism of the period. Samantha Christiansen is an instructor at Northeastern University. Her research interests focus on youth and student mobilizations in South Asia and Europe and international Left politics. She has also taught at Independent University Bangladesh. Zachary A. Scarlett is an instructor at Northeastern University specializing in modern Chinese history and the history of radical social movements in the twentieth century. His work examines the ways in which Chinese students imagined and co-opted global narratives during the Cultural Revolution.
