Book excerpt: Recently, there has been a major shift in the focus of historical research on World War II towards the study of the involvements of scholars and academic institutions in the crimes of the Third Reich. The roots of this involvement go back to the 1920s. At that time right-wing scholars participated in the movement to revise the Versailles Treaty and to create a new German national identity. The contribution of geopolitics to this development is notorious. But there were also the disciplines of history, geography, ethnography, art history, archeology, sociology, and demography that devised a new nationalist ideology and propaganda. Its scholars established an extensive network of personal and institutional contacts. This volume deals with these scholars and their agendas. They provided the Nazi regime with ideas of territorial expansion, colonial exploitation and racist exclusion culminating in the Holocaust. Apart from developing ideas and concepts, scholars also actively worked in the SS and Wehrmacht when Hitler began to implement its criminal policies in World War II. This collection of original essays, written by the foremost European scholars in this field, describes key figures and key programs supporting the expansion and exploitation of the Third Reich. In particular, they analyze the historical, geographic, ethnographical and ethno-political ideas behind the ethnic cleansing and looting of cultural treasures.

Here, Omer Bartov demonstrates that in the twentieth century there have been intimate links between military conflict, mass murder of civilian populations, and the definition and categorization of groups and individuals. These connections were most clearly manifested in the Holocaust, as the Nazis attempted to exterminate European Jewry under cover of a brutal war and with the stated goal of creating a racially pure Aryan population and Germanic empire. The Holocaust, however, can only be understood within the context of the century's predilection for applying massive and systematic methods of destruction to resolve conflicts over identity. To provide the context for the "Final Solution," Bartov examines the changing relationships between Jews and non-Jews in France and Germany from the outbreak of World War I to the present. Rather than presenting a comprehensive history, or a narrative from a single perspective, Bartov views the past century through four interrelated prisms. He begins with an analysis of the glorification of war and violence, from its modern birth in the trenches of World War I to its horrifying culmination in the presentation of genocide by the SS as a glorious undertaking. He then examines the pacifist reaction in interwar France to show how it contributed to a climate of collaboration with dictatorship and mass murder. The book goes on to argue that much of the discourse on identity throughout the century has had to do with identifying and eliminating society's "elusive enemies" or "enemies from within." Bartov concludes with an investigation of modern apocalyptic visions, showing how they have both encouraged mass destructions and opened a way for the reconstruction of individual and collective identifies after a catastrophe. Written with verve, Mirrors of Destruction is rich in interpretations and theoretical tools and provides a new framework for understanding a central trait of modern history.

This fruitful interchange between the fields outlined above existed during the late eighteenth century during the brief period of the Scottish Enlightenment when such great scholars as David Hume, Adam Ferguson and Adam Smith contributed to all these fields, and more. However, as intell- tual specialization gradually replaced broad-based scholarship from the m- nineteenth century onwards, it became increasingly rare to find a scholar making major contributions to more than one. Once Alfred Marshall defined economics in neoclassical terms, as a n- row positive discipline, the link between economics, political science and moral philosophy was all but severed and economists redefined their role into that of ‘the humble dentist’ providing technical economic information as inputs to improve the performance of impartial, benevolent and omniscient governments in their attempts to promote the public interest. This indeed was the dominant view within an economics profession that had become besotted by the economics of John Maynard Keynes and Paul Samuelson immediately following the end of the Second World War.

Book excerpt: This little book has been written at the suggestion of the Society for the Protection of Science and Learning. That body was the successor of the Academic Assistance Council which was formed in 1933 by heads of British Universities and learned Societies to assist scholars and scientists and investigators "who, on grounds of religion, political opinion or race, were unable to carryon their work in their own country". They were, at the time of the formation of the Society, particularly, but not exclusively, refugees from Nazi oppression, and deprived of their academic posts on one of these grounds. But they soon embraced refugees from other tyrannies. The British example was followed by similar efforts in many countries. The National and International effort, initiated in 1933 on behalf of academic freedom, is still far from completed. For the persecution of free thought and research has become an endemic ill of our time, and calls for a continuous activity of the free Universities. The major task, however, of saving for science and scholar ship the victims of Nazi persecution has been accomplished, and most of the academic societies which were formed in the Thirties to take up the challenge have been dissolved. It seems opportune then to place on record this effort of cultural soli darity for the displaced scholars, and the contribution which has been made to the world's intellectual life by those who were rescued.

Book excerpt: The central aim of this book is to foster connections between scholarly discussions of German foreign policy and broader theoretical debates in International Relations and beyond. While there has been a lively discussion about ‘new German foreign policy’, this book argues that it has not engaged substantially with international and foreign policy theory, especially with respect to its more recent developments. Reviewing the recent literature on German foreign policy, this book posits that the most discussed works are still largely provided by the ‘Altmeister’ (Maull, Szabo, Bulmer and Paterson) who were already dominating the field a quarter of a century ago. While there is a general decline in the academic study of German foreign policy, the chapters in this edited volume show that a range of novel, theoretically sophisticated but often disconnected scholarship has appeared on the margins. This book contributes to this emerging work by providing conceptual interrogations, which question the existing research and provide theoretically-grounded alternatives; initiating critical discussions and evaluations of the nature of Germany’s actorness and the environment in which it operates and proposing applications of less familiar perspectives on German foreign policy. Book excerpt: The end of the Cold War and the bipolar era constituted a significant change in Germany's and Japan's foreign policy settings, granting both countries greater leeway to pursue policies divergent from Washington's strategy. This important book fills a gap in the existing literature by employing an explicitly comparative framework for analyzing and evaluating Germany's and Japan's post-Cold War regional foreign policy trajectories. Recent non-comparative studies diverge in their assessments of the extent to which the two countries' foreign policies are characterized by continuity or change, as while the majority of analyses on Germany find overall continuity in policies and guiding principles, prominent works on Japan see the country undergoing drastic change. Through a qualitative content analysis of key foreign policy speeches, this book traces and compares German and Japanese national role conceptions by identifying policymakers' perceived duties and responsibilities of their country in international politics. Further, through two case studies on missile defence policies and textbook disputes this study investigates actual foreign policy behaviour in order to question the assertion that post Cold War Germany and Japan are following very different paths. Providing a much needed new analysis of German and Japanese foreign policies, this book will be of great use to students and scholars interested in Japanese politics, German politics, comparative politics and international relations more generally.
