This is the first full-length examination of that episode, which wasn't just a crazy quirk of Georgia politics (though it was that) but the decisive battle in a struggle between the state's progressive and rustic forces that had continued since the onset of the Great Depression. In 1946, rural forces aided by the county unit system, Jim Crow intimidation of black voters, and the Talmadge machine's "loyal 100,000" voters united to claim the governorship. In the aftermath, progressive political forces in Georgia would shrink into obscurity for the better part of a generation. In this volume is the story of how the political, governmental, and Jim Crow social institutions not only defeated Georgia's progressive forces but forestalled their effectiveness for a decade and a half.

This controversy reignited in the 1970s, culminating in a suit filed by Georgia in the U. S. Supreme Court to ascertain the location of the true boundary line between the states. De Vorsey's book grows out of this controversy and is a detailed examination of the historical geography of that boundary. After reviewing the events that led to the 1977 litigation, De Vorsey provides a detailed analysis of Georgia's original charter and the 1787 Treaty of Beaufort--two documents crucial to an understanding of the dispute. Using documentary and cartographic resources, he reconstructs the geographical conditions that existed at the time the documents were drafted and investigates how eighteenth-century Georgians and South Carolinians perceived these conditions. In the course of his inquiry he discusses the tremendous natural forces that have sculpted and re-sculpted the unstable shorelines and islands formed by geologically youthful delta sediments. He considers, too, the impact of man on the environment as he attempted to control nature and improve navigability on the Savannah River. The study concludes with a discussion of the particular areas of the Savannah River's shores and islands involved in the Supreme Court litigation.

A large number of Confederates, from Jefferson Davis down to the rank-and-file, were determined to continue fighting. Though Union successes had nearly extinguished the Confederacy’s hope for an outright victory, the South still believed it could force the Union to grant a negotiated peace that would salvage some of its war aims. As evidence of the Confederacy’s determination, two major Union campaigns, along with a number of smaller engagements, were required to quell the continued organized Confederate military resistance. In Spring 1865 Perry D. Jamieson juxtaposes for the first time the major campaign against Lee that ended at Appomattox and Gen. William T. Sherman’s march north through the Carolinas, which culminated in Gen. Joseph E. Johnston’s surrender at Bennett Place. Jamieson also addresses the efforts required to put down armed resistance in the Deep South and the Trans-Mississippi. As both sides fought for political goals following Lee’s surrender, these campaigns had significant consequences for the political-military context that shaped the end of the war as well as Reconstruction. Future battlefields will shift the locus of naval action from the high seas into littoral waters, demanding sustained operations in relatively narrow, shallow waters. Naval forces in the twenty-first century must not only meet the traditional requirements of command of the sea—ships, planes, troops, and bases—carrying out forward presence, crisis response, strategic deterrence, and sealift. They must now put these together to obtain the four key operational capabilities of littoral warfare: command, control, intelligence and surveillance, and communication; battlespace dominance; power projection; and force sustainment. The core of the new U.S. strategic concept is power projection, and it envisions naval forces directly leading Army and Air Force elements to influence events ashore, most probably in the Third World. And this navy must be cost effective.
