The government now spends more on services-ranging from basic maintenance to running computer systems-than on supplies and equipment. The government acquisition process has also changed in terms of how the government buys. In particular, the process has become more streamlined as new contract vehicles and techniques have allowed agencies to buy what they need much faster than in the past. To streamline its own acquisitions, the Department of Defense (DOD) is making extensive use of contracts awarded by other agencies, including contracts that the General Services Administration (GSA) awards to multiple companies supplying comparable products and services under the Federal Supply Schedule. In view of concerns that there is inadequate oversight and accountability over using new contract vehicles and techniques to acquire services faster, you requested that we assess whether DOD is using the Federal Supply Schedule to purchase information technology services in a manner that maximizes competition. As agreed with your offices, our specific objectives were to assess whether contracting officers were following established procedures to ensure fair and reasonable prices and whether guidance and regulations regarding purchases under the Federal Supply Schedule were adequate. We did not assess whether DOD in fact obtained fair and reasonable prices on specific orders.

Book excerpt: The General Services Administration (GSA), through its Federal Supply Service (FSS), makes common-use items available to federal agencies through three basic buying programs: stores, nonstores, and Federal Supply Schedules. The multiple award program is the largest FSS program, with 53 percent of total FSS sales. Under the multiple award program, a number of commercial firms are awarded indefinite quantity contracts for a particular product category. Prices are based on a negotiated minimum discount off the vendors commercial prices. Agencies select the particular product that best meets their needs and order directly from the vendor. The purpose of the multiple award program is to decrease agency open market purchases by offering a wide selection of commercial products at prices lower than available through open market purchases, and make commercial items available when it is impractical to draft adequate specifications for bids.

Book excerpt: The Federal Supply Schedule Program and the Express Small Package Service Contract, with FY 1990 sales volume of $2.4 billion and $33 million, respectively, are supply and service programs administered by the General Services Administration (GSA). DOD contractors holding cost-reimbursable contracts can be authorized to purchase supplies and services from these programs. The objectives of this audit were to determine if contractors were using these two GSA programs in performing DoD cost-reimbursable contracts, how much DoD could save if these contractors used the programs more, and the effectiveness of internal controls over contractors use of these Government sources. The audit showed that contractors used Federal Supply Schedules when they knew about the schedules. The contractors we visited could have reduced their costs for express delivery of small packages by 36 to 64 percent if they had used the GSA service contract. These conditions occurred because contracting officers and contractors were unaware of the GSA programs. Cost savings can be obtained, but too many variables were involved for the audit to be able to determine just how much DoD could actually save with greater contractor use of these two GSA programs.
